A week after a parapet slab from an under-construction Metro Line 4 structure collapsed on LBS Marg in Mulund, killing one person and injuring three, the Mumbai Metropolitan Region Development Authority and its contractors are yet to submit a detailed incident report to the police. Investigators have told the court that the precast parapet was installed without proper concreting and safety precautions. Several officials from the contractor and consultant teams have been booked for alleged negligence, and the probe into construction practices is ongoing.

A portion of a precast parapet slab from the under-construction Metro Line 4 corridor collapsed onto vehicles on LBS Marg in Mulund in the past week, resulting in one death and injuries to three others. The structure fell on an autorickshaw and a car that were passing below the elevated corridor.


Police informed the court that the Mumbai Metropolitan Region Development Authority (MMRDA) and the firms associated with the project have not yet submitted the required detailed report explaining the circumstances that led to the incident. The contractors involved in the stretch include Milan Road Buildtech and DB Hill LBG.

During the hearing, the police stated that the precast parapet had been installed just two days before the accident and had not been properly concretised or secured. Investigators alleged that it was left in place without adequate fixing, which made it unsafe for motorists using the road below. The police also indicated that basic safety measures were not followed at the site.

According to the investigation so far, there was no proper coordination with traffic authorities before carrying out the installation work. Officers further told the court that they have sought details about the number of supervisors and workers present at the time, along with information on site inspection protocols and structural safety checks, but these details are yet to be fully furnished.

MMRDA has suspended an engineer in connection with the collapse. Police have sought clarification on the grounds for the suspension and whether earlier complaints had been raised regarding the safety of the structure. The court was informed that multiple individuals, including project directors, managers, engineers, and a welder from the contractor and consultant teams, have been named in the case for alleged negligence.

The police have taken the position that the parapet was installed without ensuring proper support and that the concerned personnel were aware of the risks such incomplete work could pose to road users. The accused are currently facing legal proceedings as the investigation continues.

Metro Line 4 is one of MMRDA's key infrastructure projects aimed at improving east-west connectivity in Mumbai. In the past, MMRDA projects have come under scrutiny following construction-related incidents, leading to stricter monitoring measures. This latest collapse has again raised concerns over on-site supervision and adherence to safety standards in large public infrastructure works.
