Navi Mumbai Municipal Corporation (NMMC) has secured first place in Maharashtra in the City E-Governance Index (CEGI) 2026, marking a significant milestone in digital public administration. The rankings were released by Policy Research Organisation (PRO), Pune, following a comprehensive assessment of 29 municipal corporations across the state. The evaluation focused on service availability, administrative transparency and digital accessibility. NMMC achieved a score of 9.11, placing it ahead of Pune Municipal Corporation, which ranked second. The recognition reflects the Corporation's sustained investment in online civic services, e-office implementation, ERP integration and Smart City technologies, reinforcing its commitment to citizen-centric and technology-driven governance.

Navi Mumbai Municipal Corporation has emerged as Maharashtra's top performer in digital governance, according to the CEGI 2026 report published by the Policy Research Organisation (PRO), Pune. The independent assessment examined the official websites, mobile applications and social media platforms of 29 municipal corporations between 1 November and 31 December 2025. The study also included a comparative review of progress made over the past five years.


The rankings were determined using three principal pillars: service availability, transparency in administration and digital ease of access. On these parameters, NMMC achieved a notable score of 9.11, securing first position statewide. The achievement underscores the Corporation's systematic and sustained approach to digital transformation.

A key factor behind this success has been the provision of comprehensive 24x7 online civic services. Residents can now apply for certificates, pay taxes, register complaints and track application statuses from home. The integration of a robust e-office system has further enabled a transition towards paperless administration, with file movements, approvals and official records processed digitally, thereby improving efficiency and accountability.

Additionally, the implementation of an Enterprise Resource Planning (ERP) system has streamlined coordination among departments. This integration has enhanced data sharing and administrative responsiveness. Under the Smart City initiative, NMMC has also deployed adaptive traffic management systems, AI-enabled CCTV surveillance, data analytics dashboards and digital citizen engagement platforms.

Municipal Commissioner Dr Kailas Shinde stated that the recognition validates the Corporation's commitment to transparent, citizen-focused governance. He emphasised that future efforts will concentrate on expanding AI-based services, strengthening cyber security frameworks and advancing towards fully paperless operations.

The achievement not only reflects the dedication of municipal officers and staff but also the active participation of citizens who have embraced digital platforms. As Maharashtra's leading municipal body in e-governance, NMMC has set a new benchmark for inclusive, efficient and technology-driven urban administration.
