Synopsis

The Bihar government has announced plans to construct pucca houses for around 1.04 crore families identified under the Pradhan Mantri Awas Yojana (PMAY), subject to approval from the central government. The state's Rural Development Minister informed the legislative assembly that detailed lists of eligible families have been submitted to the Centre and that implementation will begin once clearance is received. Alongside the PMAY-Gramin component, which focuses on rural housing, online applications from about 20 lakh families have been received. The minister also outlined ongoing efforts to support additional housing needs, including schemes for landless persons and replacement houses for earlier beneficiaries whose old structures have become dilapidated. Funding requirements for the Rural Development Department for the upcoming financial year were discussed, with the assembly approving the demand for grants. The announcement reflects Bihar's commitment to expanding access to permanent housing for economically disadvantaged households under national housing programmes.

The Bihar government has set forth an ambitious plan to build permanent homes for approximately 1.04 crore families through the flagship Pradhan Mantri Awas Yojana (PMAY), the state's Rural Development Minister told the legislative assembly earlier this week. Details of the families identified for the scheme have been submitted to the central government, and work is poised to begin upon receipt of necessary approvals from the Centre.

In his address, the minister noted that roughly 20 lakh families have already submitted online applications for housing assistance under PMAY. The announcement came amid debates on the state's Rural Development Department budget for the forthcoming financial year, with legislators discussing the demand for grants totalling INR 23,701.17 crore, which was ultimately approved by voice vote.

Officials highlighted that in the previous financial year, the Centre had allocated sanction for 12.19 lakh pucca houses under the scheme. Additionally, housing construction for approximately 91,000 families that were previously outside PMAY's scope has been undertaken through the Chief Minister Awas Yojana (CMAY).

The minister also referenced the Chief Minister Sthal Kray Yojana, a state-level initiative that provides INR 1.20 lakh for the acquisition of small plots of land, enabling landless beneficiaries to build their own homes. In another measure, around 41,000 families who had earlier received homes under the Indira Awas Yojana before 2010 are being offered replacement housing support, as their old structures have become dilapidated.

In outlining broader rural development objectives, the minister stated that schemes under a revised work format aimed at increasing employment opportunities for rural workers will commence from the start of the next fiscal year, with digital tracking systems to monitor implementation. He also mentioned ongoing support to women entrepreneurs through the Mahila Rojgar Yojana, with substantial funds already distributed and additional instalments planned based on business assessments.
