The Jammu & Kashmir government is taking steps to simplify the process for obtaining no objection certificates (NOCs) for building approvals within municipal areas. The Social Welfare Minister informed the Assembly that under the J-K Unified Building Bylaws 2021, multiple department clearances are currently required, causing delays. The Town Planning Organisation in Kashmir, with only three town planners for 40 local bodies, is being reorganised to establish a district cadre and support master plan implementation. Authorities will ensure NOCs are issued in a time-bound manner while considering legislative suggestions to reduce delays.

The Jammu & Kashmir administration is moving to make the process of obtaining no objection certificates (NOCs) for building approvals within municipal limits more efficient. The Social Welfare Minister addressed the Assembly, explaining that current procedures under the J-K Unified Building Bylaws 2021 require applicants to obtain NOCs from multiple departments, including town planning, which has caused delays.


The minister noted that the Town Planning Organisation in Kashmir currently has only three town planners, while the region comprises 40 local bodies, including 10 municipal councils and 30 municipal committees. To improve planning and execution of master plans across towns, the organisation is being restructured to form a district-level cadre.

Officials will examine the causes of delays in issuing NOCs and ensure that clearances are provided in a time-bound manner to avoid inconveniencing applicants. All suggestions from legislators will be taken into account to ensure procedural issues do not affect citizens.

This initiative aligns with previous reforms in the Union Territory, including the launch of an online portal for building permissions and change-of-land-use applications. The portal aims to process applications efficiently, improve transparency, and reduce manual delays. The government has also been monitoring unauthorised constructions, with municipal corporations taking action against violations, highlighting the need for a streamlined NOC system.
