Gujarat to align civil aviation policy with Centre’s seaplane push and offer manufacturing incentives

Gujarat is revising its civil aviation policy to support domestic seaplane manufacturing and operations in line with the Union government's recent initiatives. The state plans to earmark port-adjacent areas for manufacturing units and introduce incentives for local production. Feasibility studies will assess potential routes connecting Ahmedabad with Dharoi, Somnath, and Dwarka, and tenders for the suspended Ahmedabad-Ektanagar service will be reissued. The move complements the Centre's viability gap funding scheme and tourism-focused incentives, aiming to revive regional air connectivity while boosting local aerospace manufacturing capabilities.

The Gujarat government is updating its civil aviation policy to align with the Centre's push for seaplane operations and domestic manufacturing. The revision will include incentives to encourage local seaplane production and identify potential manufacturing sites near ports. Officials said the policy is expected to be unveiled in the coming months and will aim to make Gujarat a hub for both seaplane manufacturing and connectivity.


Alongside manufacturing support, the state plans to revive seaplane services. Feasibility studies will evaluate routes such as Ahmedabad to Dharoi, Somnath, and Dwarka, focusing on high-demand circuits. Authorities aim to be implementation-ready once the Centre operationalizes its proposed seaplane viability gap funding scheme.

The Union budget earlier this month announced measures to promote indigenous seaplane production, including incentives for manufacturers and a dedicated VGF program to improve last-mile and remote connectivity while supporting tourism. The current Gujarat civil aviation policy does not offer manufacturing incentives, but the revised policy will designate port-periphery land for units and introduce special benefits for companies setting up operations.

The state also intends to reissue tenders for the Ahmedabad-Ektanagar seaplane service, initially launched in late 2020 but suspended in 2021 after a few months due to pandemic-related disruptions and operational challenges faced by the service operator. Approximately INR 19 crore had been spent on constructing waterdromes at the Sabarmati riverfront and Ektanagar.

Officials noted that the revised policy will not only support manufacturing and connectivity but also strengthen Gujarat's position in regional aviation and boost local economic activity.
