The decision follows approval of a detailed project report, and the authority will be tasked with preparing slum redevelopment plans, coordinating with civic bodies and implementing rehabilitation schemes in the city. Officials said the move is intended to address longstanding issues related to informal settlements, enhance infrastructure and unlock urban renewal opportunities. The authority will work on land pooling, redevelopment incentives, and integrating slum pockets with existing city planning frameworks. The Andhra Pradesh government has approved the establishment of the first Slum Rehabilitation Authority (SRA) in Visakhapatnam, a significant step aimed at expediting slum redevelopment and improving living conditions in the city.
The decision was taken after detailed project reports were prepared and cleared by state authorities, laying down a framework for the authority's mandate, structure and operational guidelines. The SRA will be responsible for formulating and executing slum redevelopment plans, coordinating with local civic bodies, government agencies, private developers and community stakeholders to ensure inclusive urban renewal.
Officials said the new authority is expected to address longstanding challenges related to informal settlements in Visakhapatnam, including inadequate housing conditions, lack of basic services and integration into formal urban planning. By institutionalising the process, the government aims to streamline rehabilitation efforts and create mechanisms for land pooling, redevelopment incentives and community participation.
Under the SRA model, identified slum pockets can be redeveloped through schemes that may include housing for eligible beneficiaries, mixed-use redevelopment with commercial components to support financial viability, and infrastructure upgrades. The authority is expected to advise on planning norms, building permissions and technical guidelines that align with Visakhapatnam's broader urban development objectives.
The move also reflects a policy shift toward integrating slum redevelopment as a core component of urban planning rather than treating it as an ad hoc activity. Establishing a dedicated authority is intended to create a specialised institutional framework that can focus on the unique challenges and opportunities associated with informal settlements, including land rights, tenure security and livelihood support.
Government sources said Visakhapatnam was chosen as the pilot city for the SRA given its rapid urbanisation, demographic growth and the scale of its slum population relative to other urban centres in Andhra Pradesh. They noted that a successful model in Visakhapatnam could provide a blueprint for similar authorities in other cities across the state.
Municipal officials said the authority would also be instrumental in facilitating private sector participation in rehabilitation projects, where developers are incentivised to undertake redevelopment in exchange for applicable concessions and benefits under urban renewal policies. Such partnerships are seen as a way to attract investment while ensuring that affected communities are resettled with improved housing and services.
Urban planners welcomed the announcement, saying that a structured rehabilitation authority can help bridge gaps between policy intent and ground-level implementation. They said that clarity in procedures and a focused institutional mechanism would reduce delays, disputes and administrative bottlenecks that have historically impeded slum redevelopment initiatives.
The authority's programmes are expected to be aligned with the city's existing master plan and infrastructure projects, ensuring that slum rehabilitation integrates seamlessly with broader urban development goals such as transport connectivity, public utilities, open spaces and economic zones.
Officials added that the SRA will be given a mandate to regularly monitor progress, provide policy recommendations and report outcomes to the state government to ensure transparency and accountability.
As Visakhapatnam moves ahead with this initiative, stakeholders said structured rehabilitation mechanisms could significantly enhance the quality of life for slum residents and support more equitable urban growth, with potential spill-over benefits for social and economic inclusion.
