Noida Authority appoints SPA to draft city logistics plan for cleaner freight movement

The Noida Authority has engaged the School of Planning and Architecture (SPA) to develop a City Logistics Plan (CLP) aimed at making freight movement more efficient, reducing congestion, and lowering pollution. Supported by the Ministry of Commerce and Industry and the Department for Promotion of Industry and Internal Trade (DPIIT), the plan will assess the citys existing freight systems, identify bottlenecks, and propose actionable strategies. Stakeholder consultations, sector-specific committees, and an emissions monitoring framework will inform the plan, helping Noida implement practical solutions for last-mile delivery, route optimisation, and cleaner urban transport.

The Noida Authority has appointed the School of Planning and Architecture (SPA) to prepare a detailed City Logistics Plan (CLP) for the city. The plan aims to streamline urban freight movement, improve efficiency, and reduce air pollution and congestion caused by transport activities. This initiative is part of a larger effort led by the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), to modernise logistics in Indian cities. Noida was selected for this planning exercise after participating in a national workshop on city logistics last year.


The logistics plan will begin with a thorough assessment of the city's current freight ecosystem. SPA will conduct traffic surveys, review land use, and analyse existing transport networks to identify challenges such as last-mile delivery issues, freight costs, parking shortages, and safety concerns. Stakeholder consultations will involve government agencies, private logistics companies, technology providers, and local businesses. Their feedback will help map existing systems, reveal data gaps, and highlight opportunities for more efficient and sustainable freight operations.

To ensure sector-specific challenges are addressed, the plan will establish Freight Partnership Committees (FPCs) for key industries. These committees will bring together businesses, service providers, and regulatory authorities to share insights and suggest practical measures. By integrating inputs from multiple stakeholders, SPA aims to develop recommendations that are realistic, actionable, and tailored to Noida's logistics landscape.

The CLP will produce four main outcomes. It will provide a strategic and institutional framework for cleaner and more coordinated freight movement. It will recommend measures aligned with national strategies for environmentally friendly transport. The plan will offer capacity-building support for local authorities to implement logistics solutions and include a system to monitor greenhouse gas emissions and other pollutants from freight operations.

SPA's study will also focus on three high-impact sectors, analysing supply chains, transport patterns, and associated costs. Recommendations may include route optimisation, regulatory adjustments, improved parking, and infrastructure upgrades. The aim is to provide scalable and replicable solutions that other urban centres can adopt. By combining technical analysis with stakeholder feedback, the plan seeks to improve efficiency, safety, and sustainability in urban freight movement.
