Gautam Buddh Nagar industrial authorities collaborate for unified development

The initiative aims to simplify new scheme implementation and offer convenience to diverse allottees. Currently operating under distinct policies, the authorities will harmonize processes, addressing concerns arising from disparities. The strategy also extends to public transport, road construction, and traffic management through a regional connectivity plan.

In a bid to establish coherence and consistency, the three industrial development authorities in Gautam Buddh Nagar have embarked on a significant endeavour to align building bylaws, plot allocation charges, and allocation methods for farmers. Prompted by directives from the infrastructure development commissioner, officials have embarked on a comprehensive review of the current policies and regulations. This concerted effort is poised to culminate in a unified framework within the next two months.



This ambitious project aims to streamline the implementation of forthcoming initiatives while providing enhanced convenience to diverse allottees across the district. Presently, each authority operates under its distinct policies and guidelines. For instance, following land acquisition, the three authorities allocate abadi plots to farmers under varying percentages.



The Noida Authority designates 5% of the total land for allocation, the Greater Noida Industrial Development Authority (GNIDA) earmarks 6%, and the Yamuna Expressway Industrial Development Authority (YEIDA) allots 7%. Furthermore, disparities are evident in the allotment methodologies for residential plots. While the Noida and Greater Noida authorities resort to auctions, the Yamuna Expressway Authority employs a draw-of-lots system.



Discrepancies extend to building height permissions as well. Presently, the Noida Authority sanctions 15m-high buildings in villages, whereas the Greater Noida Authority had initially enforced a limit of 1lm, which was subsequently raised to 15m during the recent August 12 board meeting.



Notably, variations in fees for building layout approvals and occupancy certificate issuance have been harmonized recently, aligning with the commitment to standardize regulations. Officials assert that this harmonization is essential to prevent agitation arising from disparities, where benefits available under one authority fail to extend to others.



Earlier, Manoj Kumar Singh, the UP industrial development commissioner, issued an order to establish uniformity in the policies of the three authorities. CEO of GNIDA, Ravi Kumar NG, confirmed the commencement of work and revealed that an in-depth analysis of existing policies is underway.



In addition to policy alignment, a comprehensive regional connectivity plan has been set in motion to streamline public transport, road construction, and traffic management across the three authorities. The Noida Authority's planning department has been designated as the nodal agency for this endeavour. On August 13, the Noida Authority board greenlit the proposal to seek Request for Proposals (RFPs) for appointing a consultant responsible for devising a plan to alleviate congestion in the region and enhance connectivity to adjoining areas.



The final decisions pertaining to these initiatives will be made by a committee comprising representatives from all three authorities, underlining the collaborative nature of this endeavour. As Gautam Buddh Nagar moves towards uniformity in development policies, the district anticipates improved efficiency, reduced disparities, and enhanced connectivity for its residents.
