Uttar Pradesh to mandate Aadhaar verification for property registrations from February

The Uttar Pradesh government has approved mandatory Aadhaar-based authentication for all property registrations across the state, effective from February 1, 2026. The move requires biometric and e-KYC verification of buyers, sellers, executants and witnesses at Sub-Registrar offices. The decision aims to curb land fraud, impersonation and forged registrations, which have led to disputes and litigation in the past. The reform is part of wider efforts to modernise land records, alongside the ongoing digitisation of documents registered between 2002 and 2017.

The Uttar Pradesh government has cleared the implementation of Aadhaar-based authentication for property registrations, making electronic identity verification mandatory for all parties involved in a transaction. The new system will come into force from February 1, 2026, and will apply uniformly across Sub-Registrar offices in the state.


Under the revised registration process, buyers, sellers, executants and witnesses will be required to undergo Aadhaar-linked e-KYC, biometric verification and e-signature authentication at the time of execution of property documents. Officials have stated that this step is intended to address cases of impersonation, forged documents and fraudulent land transfers that have affected the state's property market over the years.

The decision follows a review of registration practices conducted last year, during which the state government identified gaps in identity verification as a key factor behind land scams and disputed registrations. Based on these findings, the Aadhaar authentication provision has been incorporated into the Uttar Pradesh Online Document Registration Rules, 2024, framed under the Registration Act.

According to the Department of Stamps and Registration, biometric verification at the point of registration will ensure that the person executing a document is physically present and accurately identified, reducing scope for benami transactions and misuse of power of attorney. Officials have also indicated that stronger verification is expected to bring down litigation linked to fraudulent registrations.

Alongside this reform, the state has extended the timeline for its property document digitisation project covering registrations from 2002 to 2017. The extension comes amid delays in scanning and indexing work in several districts. The project cost has increased from INR 95 crore to INR 123.62 crore, with most records already digitised and remaining work expected to be completed soon.

The Aadhaar-based system is part of Uttar Pradesh's broader effort to improve land record reliability and strengthen digital governance in property transactions.
