The Uttar Pradesh housing department has formed a six-member committee to take forward the second phase of its compliance reduction and deregulation drive for housing approvals. Led by the housing secretary, the panel will review existing procedures, identify delays and recommend ways to improve efficiency for residents, developers and professionals. With a one-month timeline to submit initial proposals, the committee will also promote joint inspections to reduce approval timelines and support smoother execution of housing projects across the state.
The Uttar Pradesh housing department has constituted a six-member committee to advance the second phase of its compliance reduction and deregulation exercise for housing approvals. The panel is chaired by the housing secretary and includes the vice-chairmen of the Lucknow, Varanasi and Ghaziabad development authorities, the state's chief town planner, and the director of Awas Bandhu. This step builds on the earlier phase of reforms that had helped the state secure a top national ranking for ease of regulatory processes.
The newly formed committee has been tasked with closely examining approval procedures across departments and identifying bottlenecks that slow down applications related to housing and real estate projects. The focus is on simplifying processes for individual applicants, developers, private companies and professionals such as architects, chartered accountants and legal advisors, while ensuring regulatory clarity is maintained.
Officials involved in the process have indicated that the panel will review all services and activities linked to housing approvals to create a more efficient and coordinated system. A key aim is to reduce turnaround times and make procedures more predictable, especially for private sector projects that contribute to investment and housing supply. The exercise is also expected to improve access to services for ordinary residents seeking approvals.
The committee has been given a one-month timeline to submit an outline and initial recommendations. Alongside this, the department is encouraging joint inspections by nodal officers from different authorities. Such coordinated inspections are expected to shorten on-site verification timelines, with the possibility of completing inspections within 48 to 72 hours and resolving objections quickly instead of prolonging the approval cycle.
These measures are part of Uttar Pradesh's broader efforts over recent years to streamline real estate regulation. Changes in building byelaws, increased digitisation of approvals, and active intervention by UP RERA have contributed to improved transparency and faster project clearances across several cities, supporting steady growth in housing development.
