The Yamuna Expressway Industrial Development Authority (YEIDA) has appointed Aarvee Engineering Consultants Limited to prepare the master plan for the new Hathras Urban City, covering nearly 4,000 hectares. The plan, expected to be completed in nine months, will guide the city's growth until 2041, emphasizing industrial, residential and infrastructure development. Hathras, with over 10,000 existing MSME and cottage industry units, is planned as a potential satellite town of Agra. The project also aims to boost employment, exports and agro-based and manufacturing sectors, aligning with broader Yamuna Expressway Phase II plans.

The Yamuna Expressway Industrial Development Authority (YEIDA) has appointed Aarvee Engineering Consultants Limited, a Telangana-based firm, to prepare a comprehensive master plan for Hathras Urban City, a greenfield development spanning almost 4,000 hectares. The assignment, awarded through competitive bidding at INR 1.25 crore, is expected to take nine months, excluding the statutory approval period. Work will progress in phases, beginning with an inception report within 15 days, followed by an assessment of the current situation, vision planning, draft master plan preparation, stakeholder consultations and final approvals.


Hathras is one of four urban nodes under Phase II of the Yamuna Expressway Master Plan, alongside Aligarh, Mathura and Agra. Officials noted that the urban centre is intended as a major industrial and residential hub, focusing on large-scale manufacturing, agro-based industries, logistics, and MSME growth. The project also aims to boost exports and create significant employment opportunities while providing modern housing, civic amenities, and urban infrastructure.

The master plan will support diverse industries, including agro and food processing, dairy and beverages, carpet manufacturing, ready-made garments, fabricated metal products, machine tools, electrical appliances, and small vehicles. In later phases, advanced manufacturing sectors such as medical and surgical equipment and power-generation machinery may also be encouraged. YEIDA officials indicated that Hathras could emerge as a satellite town for Agra, leveraging its proximity to major markets and tourist hubs.

Hathras already has a robust MSME and cottage industry base, with more than 10,293 registered units. These include agro-processing units, hosiery and garment manufacturing, glass bead and anklet production, chemicals, handicrafts, and metal crafts. While these sectors are employment-intensive and require relatively low investment, infrastructure gaps have historically limited their growth. The new master plan aims to address these gaps, ensuring the city can fully harness its industrial potential.

The master plan will follow Urban and Regional Development Plans Formulation and Implementation Guidelines 2014, the UP Industrial Area Development Act, 1976, and other applicable regulations. It will be developed in GIS format and will evaluate the region's carrying capacity, factoring in population growth, employment trends, infrastructure requirements, environmental sustainability, and natural resources.

Key tasks include evaluating existing infrastructure, preparing zoning and land-use plans, framing urban design guidelines, proposing self-financing infrastructure projects, and developing a disaster management framework. Aarvee will also recommend policy interventions and an implementation mechanism to guide the city's growth.

YEIDA officials said the resulting Detailed Project Report (DPR) will act as a blueprint for Hathras transformation, guiding land acquisition, infrastructure development, and long-term urban planning. The plan is expected to play a pivotal role in shaping Hathras as a sustainable, inclusive, and economically vibrant urban centre.
