The Uttar Pradesh government has identified land parcels in around 14 districts for the development of micro, small and medium enterprises (MSMEs), offering concessional rates in relatively underdeveloped regions such as Purvanchal and Bundelkhand. Land will be allotted through an option-based mechanism, with base rates fixed at INR 2,500 per sq m, while select regions will receive a 25% rebate. The announcement was made during the inauguration of the Uttar Pradesh International Trade Expo (UPITEX) 2026 in Lucknow. In addition, the state has announced plans to develop industrial parks in all 75 districts, with 100 acres earmarked in each district to strengthen decentralised industrial growth. The measures are aimed at boosting MSME-led employment generation and supporting Uttar Pradesh's long-term economic targets.
The Uttar Pradesh government has identified land parcels across nearly 14 districts for the development of micro, small and medium enterprises (MSMEs), with differentiated pricing aimed at encouraging industrial activity in less-developed regions of the state. The initiative forms part of the government's broader strategy to promote decentralised industrialisation and employment generation.
Addressing the inauguration of the Uttar Pradesh International Trade Expo (UPITEX) 2026 in Lucknow, state MSME minister Rakesh Sachan said land for MSMEs will be allotted through an option-based mechanism. The base rate has been fixed at INR 2,500 per sq m. However, industries setting up units in Purvanchal and Bundelkhand will be offered a 25% concession, bringing the effective land cost down to INR 2,000 per sq m. In Madhyanchal, land will be available at INR 2,500 per sq m, while units in Pashchimanchal will be allotted land at INR 3,000 per sq m.
In a significant expansion of the state's industrial infrastructure plans, Sachan also announced that industrial parks will be developed in all 75 districts of Uttar Pradesh. Each district will have 100 acres earmarked for these parks, creating a distributed network of industrial hubs across the state. Offices of departments associated with industry promotion and employment generation are proposed to be housed within these parks, with the aim of simplifying administrative processes for businesses.
The minister said MSMEs remain central to achieving the Prime Minister's vision of a Developed India as well as Chief Minister Yogi Adityanath's target of transforming Uttar Pradesh into a USD 1 trillion economy. He highlighted the impact of the One District One Product (ODOP) scheme, launched in 2018, which has since been replicated at the national level. According to Sachan, government-backed banks have also extended financial support to skilled youth who previously lacked access to capital, enabling them to establish enterprises.
The state is also preparing to launch the One District One Cuisine (ODOC) initiative on the occasion of Uttar Pradesh Day, modelled on the ODOP framework, to further promote local economic specialisations.
The fourth edition of UPITEX, a five-day event running until 27 January, is being held at Indira Gandhi Pratishthan. Organised by the Uttar Pradesh State Chapter of the PHD Chamber of Commerce and Industry in collaboration with ODOP and Invest UP, the expo features over 400 exhibitors and is positioned as a platform for sustained engagement between policymakers, industry and markets.
