Indian Railways has identified 2,670 road-under-bridges (RUBs) vulnerable to waterlogging out of 14,745 subways nationwide following a zone-wise assessment. The issue was raised in Parliament after concerns over frequent flooding at subways, including those in Tirupati. Permanent preventive infrastructure has been completed at 1,351 locations, while temporary dewatering arrangements are operational at the remaining sites. The Railways is also coordinating with local bodies on drainage and deploying on-ground staff to monitor vulnerable subways during rainfall.
Indian Railways has identified 2,670 road-under-bridges (RUBs) that are prone to waterlogging across the country, out of a total of 14,745 such subways constructed over the years. The identification followed a detailed assessment carried out by different railway zones, Railway Minister Ashwini Vaishnaw informed Parliament in a written reply.
The issue gained attention after a Member of Parliament highlighted frequent waterlogging at several subways in the Tirupati constituency, where even moderate rainfall had made these passages unsafe for pedestrians, vehicles and animals. Responding to the concern, the minister said Indian Railways had already taken steps to address similar risks at identified locations.
According to the Railways, permanent preventive infrastructure such as improved drainage systems, sumps and pumping arrangements has been completed at 1,351 waterlogging-prone subways. These measures are aimed at preventing water accumulation during monsoon and heavy rainfall conditions. For the remaining identified subways, temporary dewatering solutions have been put in place to ensure water can be removed quickly whenever flooding occurs.
The Railways has also deployed heavy-duty pumps at select high-risk locations during recent monsoon spells to reduce waterlogging and restore movement. In addition to physical infrastructure, the ministry said close coordination is being maintained with municipal corporations and local authorities to improve external drainage systems around subway approaches, which often contribute to flooding.
To ensure continuous monitoring, railway staff and designated RUB Mitra personnel or stationary watchmen have been assigned at vulnerable subways. These teams are responsible for monitoring water levels, operating pumps when required and alerting authorities in case of emergencies, with the aim of keeping the subways functional throughout the year.
