Maharashtra has emerged as the top state in India for railway infrastructure, currently executing 35 major projects valued at approximately INR 3.5 lakh crore. The state's focus includes suburban expansion, new rail lines, gauge conversion, multi-tracking, and major station redevelopment. Among these, the Mumbai Urban Transport Project Phase III A is the largest, aimed at easing congestion on the suburban network. Compared to other states like Uttar Pradesh, Gujarat, Bihar, and Andhra Pradesh, Maharashtra not only leads in project count but also in the total investment committed, reflecting long-term rail growth.
Maharashtra continues to be the front-runner in railway infrastructure development, with 35 major projects collectively worth about INR 3.5 lakh crore currently underway, according to MoSPI data. These projects cover a range of critical works, including expansion of suburban networks, construction of new lines, gauge conversion, multi-tracking, and redevelopment of key stations.
The largest single project is the Mumbai Urban Transport Project (MUTP) Phase III A, estimated at INR 33,600 crore, designed to enhance capacity, improve commuter safety, and reduce congestion on Mumbai's heavily used suburban lines. Beyond the metropolitan area, regions such as Vidarbha and other parts of Maharashtra are also seeing significant work. This includes gauge conversion on the Nagpur-Nagbhid line, extension of the Pachora-Jamner line to Malkapur, construction of a fourth track between Wardha and Nagpur, and the third line between Wardha and Ballarshah. These projects are aimed at strengthening freight movement, improving regional passenger connectivity, and supporting broader economic growth.
Station redevelopment is a key part of Maharashtra's rail modernization plans. The Chhatrapati Shivaji Maharaj Terminus (CSMT) renovation in Mumbai is estimated at INR 1,813 crore, integrating modernization with heritage preservation. Additional initiatives include upgrading smaller stations, improving signaling systems, and enhancing passenger amenities to streamline travel across the state.
Maharashtra's investment in rail infrastructure far surpasses that of other large states. Andhra Pradesh's 27 active projects total around INR 60,620 crore, Uttar Pradesh has 26 projects valued at about INR 1.67 lakh crore, Gujarat's 27 projects cost roughly INR 2.62 lakh crore, and Bihar's 26 projects are estimated at around INR 57,000 crore. This scale of investment reflects a clear commitment to building long-term rail capacity and improving connectivity across urban and rural areas.
The ongoing projects also reflect a continuation of long-term trends. Over the past decade, Maharashtra's rail infrastructure investment has grown significantly, enabling faster project approvals, continuous track upgrades, and expansion of suburban and regional networks. These efforts align with national goals to reduce congestion, improve logistics efficiency, and provide better commuter services while balancing modernization with historical and regional considerations.
