Synopsis

The New Delhi Municipal Council (NDMC) is constructing a 27 metre octagonal clock tower at the Shankar Road Mandir Marg junction near Talkatora Stadium. The project, originally scheduled for completion by the end of January, is now expected to be delayed by around two months due to restrictions under the Graded Response Action Plan and unexpected rocky terrain during foundation work. With an estimated cost of INR 1.8 crore, the structure combines Hindu, Mughal, and colonial architectural styles and will feature a modern illuminated clock, aiming to become a visible heritage landmark near the NDMC area.

The NDMC's initiative to construct a clock tower at the Shankar Road Mandir Marg junction near Talkatora Stadium is likely to be extended by about two months past the original end-of-January target. Officials stated that the delay was caused by restrictions under the Graded Response Action Plan (GRAP) aimed at controlling pollution and by the discovery of hard rock during excavation, which required additional effort to level the site and complete the foundation work.


Construction began last year after the foundation stone was laid by Delhi's lieutenant governor. The tower is designed to rise about 27 metres and is octagonal in shape. Once the foundation was completed, remaining work on the structure progressed steadily, although the unforeseen site conditions have added roughly two months to the timeline.

The design incorporates a blend of Hindu, Mughal, and colonial architectural elements. NDMC officials explained that the style reflects the character of Lutyens Delhi and aligns with broader efforts to enhance the city's heritage appeal. The tower will be constructed with reinforced concrete and RCC raft foundations to withstand wind and seismic forces, while brick cladding with stone engravings will add aesthetic detail. Lighting will be installed to illuminate the tower and highlight its architectural features.

The project, with an estimated cost of INR 1.8 crore, also includes a modern, weather resistant clock at the top with front and back illumination. NDMC describes the clock tower as a landmark that will be visible to both commuters and visitors, serving as a symbolic gateway to the NDMC area.

This clock tower project follows earlier design approvals from the Delhi Urban Art Commission and forms part of NDMC's larger efforts to revive heritage structures in the capital. Delhi historically had clock towers at key civic locations, and this new tower aims to bring that tradition back while creating a visible, functional landmark in a central area.
