The Prime Minister is directly monitoring 15 high-priority infrastructure projects in Jammu and Kashmir with a combined investment of INR 1.12 lakh crore through the PRAGATI platform. Overall, 61 projects worth INR 4.12 lakh crore are under review, covering transport, power, healthcare and digital infrastructure. While 15 projects have already been completed, the remaining ones are at different stages of execution. Most implementation issues, including land acquisition and statutory approvals, have been resolved, enabling smoother progress and closer coordination between the Centre and the Union Territory administration.
The Prime Minister is closely reviewing the progress of 15 high-priority infrastructure projects in Jammu and Kashmir valued at INR 1.12 lakh crore, with regular monitoring being carried out through the PRAGATI (Pro-Active Governance and Timely Implementation) platform. Chief Secretary Atal Dulloo said this system has strengthened coordination between central ministries and the Union Territory, helping remove long-standing hurdles affecting major projects.
A total of 61 projects worth INR 4.12 lakh crore are currently being tracked under the Project Monitoring Group mechanism. Of these, 15 projects involving an investment of about INR 69,000 crore have been completed. The remaining 46 projects, with a cumulative value of INR 3.43 lakh crore, are under various stages of implementation across sectors such as roads, railways, power, healthcare and telecommunications.
According to Dulloo, close to 96 per cent of issues identified during reviews have already been resolved. These included delays related to land acquisition, forest and environmental clearances, shifting of utilities, funding approvals and inter-departmental coordination. Continuous follow-ups at the district and Union Territory levels have helped ensure that resolved issues do not re-emerge during execution.
Several strategically important projects have either been completed or have seen significant progress. These include the Udhampur-Srinagar-Baramulla rail link, the Srinagar-Banihal section of National Highway-44, the Kishanganga hydroelectric project, and the Alusteng transmission system, which plays a key role in improving power supply to Ladakh. Issues related to utility shifting at AIIMS Jammu have also been addressed, allowing construction activities to proceed without disruption.
In addition, nine major projects worth nearly INR 59,000 crore are under direct monitoring on the PRAGATI platform. These include the Delhi-Amritsar-Katra Expressway, AIIMS Awantipora, the Pakal Dul hydroelectric project and the 4G saturation project under the Universal Service Obligation Fund. Most of the constraints affecting these projects have already been cleared, and execution is moving forward.
The chief secretary indicated that AIIMS Srinagar is expected to be ready by the end of this year. He also pointed out that keeping the Indus Water Treaty in abeyance has reduced external objections that earlier impacted certain hydropower projects, contributing to smoother implementation. Overall, the focus remains on timely completion, effective monitoring and sustained progress of large infrastructure investments in the Union Territory.
