Synopsis

The Cabinet Committee on Economic Affairs has approved a INR 6,957 crore project to widen and upgrade the Kalibor-Numaligarh stretch of National Highway 715 in Assam. The project will develop an elevated corridor of 34.45 km through Kaziranga National Park to ensure safe wildlife movement, alongside upgrading 30.22 km of the existing highway. It includes bypasses around Jakhalabandha and Bokakhat towns, enhancing connectivity between Guwahati, Kaziranga, and Numaligarh, and supporting regional tourism, trade, and economic activities while linking key highways, airports, and railway stations.

The Cabinet Committee on Economic Affairs recently approved a INR 6,957 crore project to widen and improve the Kalibor-Numaligarh section of National Highway 715 in Assam. The project will be executed under an engineering, procurement, and construction mode and covers a total length of 85.675 km.


The existing highway currently has two lanes and passes through densely populated areas in Jakhalabandha in Nagaon district and Bokakhat in Golaghat district. To reduce congestion and improve traffic flow, the project includes the construction of a 34.45 km elevated corridor, allowing uninterrupted wildlife movement between Kaziranga National Park and the Karbi-Anglong Hills. This measure aims to preserve local wildlife while ensuring smooth transportation.

In addition to the elevated section, approximately 30.22 km of the existing road will be upgraded. The project also includes greenfield bypasses of 11.5 km and 9.5 km around Jakhalabandha and Bokakhat, respectively. These bypasses will divert traffic away from town centers, improving safety and reducing travel time for commuters and commercial vehicles.

The upgraded corridor will improve direct connectivity between Guwahati, Kaziranga National Park, and Numaligarh, which is home to a refinery and several industrial hubs. The highway alignment connects with National Highways NH-127 and NH-129, and State Highway SH-35. It also provides access to three railway stations - Nagaon, Jakhalabandha, and Vishwanath Chariali - and three airports - Tezpur, Liabari, and Jorhat.

The corridor passes through important economic and cultural regions, including the Tezpur and Nagaon fishing clusters, tribal districts in Karbi-Anglong and Wokha, and several tourism and religious sites. The annual average daily traffic on the corridor in FY25 is projected at 13,800 passenger car units, indicating the highway's significance for both local and long-distance travel.

The project is expected to improve regional trade and tourism by facilitating faster and safer movement of goods and passengers. The elevated section will allow wildlife to cross safely without interfering with traffic, reflecting a balance between infrastructure development and environmental protection.
