Maharashtra enhances property registration with ULPIN & Rover Mapping

Maharashtra is set to transform its property registration system, integrating Unique Land Parcel Identification Number (ULPIN) with geographical mapping facilitated by rovers starting August 2023. This initiative, aimed at increasing precision and transparency in land measurements, will first roll out in Washim and Nandurbar before being introduced to all districts. This integration will provide citizens with detailed map-based geographical coordinates along with their property's ULPIN. This innovative move aligns with the central government's push for ULPIN or Bhu-Aadhaar integration in land governance across India.

Maharashtra is set to innovate its property registration system by integrating Unique Land Parcel Identification Number (ULPIN) and rovers-assisted geographical mapping from August 2023. This advanced process will facilitate more accurate land measurements and the issuance of property cards with highlighted geographical boundaries.



The state of Maharashtra will initiate the program in Washim and Nandurbar before rolling it out across the other districts. As part of the initial phase, state officials plan to utilize rover technology in 8 talukas from Nandurbar and 6 from Washim. These specialized rover machines are designed to swiftly and efficiently measure and survey land, enhancing the accuracy and speed of the process. At present, the state owns a fleet of 1,000 rover machines.



State plans extend to performing rover measurements in 33 talukas spanning 32 districts, while a separate survey will cover Mumbai city and suburban areas. This integration of ULPIN with geographical maps for land documents will provide citizens with map-based geographical coordinates in tandem with the ULPIN. The Maharashtra government had previously initiated the ULPIN system - an individual 11-digit identifier for each land parcel. The government issued these numbers to nearly 4 crore properties state wide last year, with the directive for them to be displayed on 7/12 extracts in rural areas and property cards in city areas.



The purpose of the ULPIN system is to provide each land parcel with a distinctive number, eliminating the possibility of duplication. Besides ULPIN, the central government has also introduced Aadhaar linkage on a consent-based approach, striving for increased transparency. The push for Aadhaar seeding and ULPIN or Bhu-Aadhaar integration in land governance is being implemented across the country, with 28 states having already started issuing ULPIN, according to officials.



The upcoming implementation of ULPIN and rovers-assisted geographical mapping marks a significant advancement in Maharashtra's property registration system. This innovation promises to enhance transparency, efficiency, and accuracy in land measurements, thereby transforming the state's land governance landscape.
