The Andhra Pradesh government has introduced the Self-Certification Scheme (SCS) 2025 to streamline building permissions. The scheme allows instant online approvals for non-high-rise residential projects on plots up to 4,000 sq.m, and for White Category industries up to 500 sq.m. Under SCS 2025, construction can begin immediately after fees are paid, with licensed technical personnel (LTPs) responsible for compliance. This aims to boost real estate growth by fostering a trust-based mechanism, reducing compliance burdens, and is integrated into state building rules, aligning with central government capital investment initiatives.
The Andhra Pradesh government has recently introduced a new self-certification scheme for building permissions. This initiative, impacting real estate across various urban local bodies and gram panchayats within urban development authorities in Andhra Pradesh, aims to streamline the approval process and promote real estate growth by allowing instant online permissions for construction.
The new scheme is named the Self-Certification Scheme (SCS) 2025. It simplifies the building approval process by allowing instant online permissions through the Online Building Permission System (OBPS). The core idea behind SCS 2025 is to shift from heavy regulation to a trust-based approval mechanism. This empowers citizens and licensed technical personnel (LTPs) with responsible self-governance.
Under this scheme, applicants can begin construction immediately after paying the necessary fees. Time-consuming scrutiny is replaced by accountability from LTPs, who must ensure compliance with master plans, zoning rules, and safety standards. A mandatory Plinth Level Inspection report within seven days adds a layer of transparency. The scheme is integrated into the Andhra Pradesh Building Rules, 2017, as Chapter XIV. It applies to non-high-rise residential projects on plots up to 4,000 square meters in approved layouts, including regularized ones, Gramakantam areas, village sites, and redevelopment projects with prior approvals.
Additionally, White Category industries on plots up to 500 square meters are covered. The guidelines are applicable across all Urban Local Bodies (ULBs) and Gram Panchayats within Urban Development Authorities (UDAs), including APCRDA (excluding the Capital City area), for plots 300 square meters and above.
This initiative aligns with the Government of India's Special Assistance to States for Capital Investment (SASCI) 2025-26. It aims to reduce compliance burdens and foster an investor-friendly environment. Self-certification schemes for building permissions are a reform adopted by various states in India to expedite construction, reduce bureaucratic delays, and promote ease of doing business in the real estate sector.
