The Brihanmumbai Municipal Corporation (BMC) has demolished 28 illegal structures on 17 plots in Malad as part of a crackdown on unauthorised constructions built using forged City Title Survey (CTS) maps. The demolitions follow findings from a Special Investigation Team (SIT), which uncovered widespread forgery across Mumbai's western suburbs. Out of 200 CTS maps reviewed in Malad, 101 were found to be fake. The BMC plans to complete demolition of all 123 identified illegal buildings in the area by May 31. The probe dates back to 2020 and involves developers illegally claiming land using fabricated documents.

The Brihanmumbai Municipal Corporation (BMC) has cleared 28 illegal constructions across 17 plots in Malad, all of which were linked to forged City Title Survey (CTS) maps. The demolition activity, led by the BMC's building and factories department, is part of a broader crackdown that aims to remove a total of 123 unauthorised structures in the area by the end of May.


According to Deputy Municipal Commissioner Bhagyeshree Kapse, the action is based on findings from a Special Investigation Team (SIT) formed in 2022 following a public interest petition filed by Malad resident Vaibhav Thakur. The SIT had revealed that as many as 101 of 200 CTS maps reviewed in Malad were forged.

The forged maps were used to falsely claim land across several localities including Madh, Erangal, Malvani, Kurar, and Vanrai. Assistant Commissioner Kundan Valvi confirmed that these falsified documents were then used by builders and developers to carry out illegal constructions, often in Coastal Regulatory Zones (CRZ) or non-CRZ designated areas.

A total of 886 CTS plots across Mumbai were investigated, and forgery or tampering was detected in 165 of them. The highest concentration of such activity was reported in Mumbai's western suburbs - particularly in Malad, Goregaon, Kandivali, Andheri, Borivali, Dahisar, and Bandra. Some cases also surfaced in eastern suburbs such as Kurla and Chembur.

The BMC's action follows a state government directive issued after the matter was raised in the Maharashtra assembly. The government formed a verification committee in 2022 to investigate map tampering complaints citywide. Valvi stated that while many of these unauthorised buildings have existed for years, the extent of the illegality only came to light recently due to the committee's findings.

The BMC has issued notices to residents before demolition and stated that work is expected to conclude by May 31. The crackdown signals a tougher stance on developers exploiting loopholes using fraudulent documentation, and more demolitions are expected in other affected areas soon.
