The stay comes after a petition alleged that a key bidder failed to meet eligibility criteria, raising questions about procedural transparency. The twin tunnel, meant to connect Thane and Borivali via a 10.8 km stretch beneath the Sanjay Gandhi National Park, aims to significantly cut travel time across Mumbai's eastern and western suburbs. The state government now awaits the court's next hearing, which will decide whether the bidding process can move forward.
The Bombay High Court has stayed the opening of bids for the INR 13,200 crore Thane-Borivali twin tunnel project following a petition that questioned the eligibility of a key bidder. The court's decision has temporarily halted the ambitious underground tunnel plan that was expected to ease congestion and cut travel time between the eastern and western suburbs of Mumbai.
The stay was granted by a division bench after a petition claimed that one of the three bidding companies failed to meet the mandatory technical qualification criteria. According to the petition, this company did not have experience with tunnel boring machines (TBM) of the required size, which is critical for completing the 10.8 km twin tunnels beneath the Sanjay Gandhi National Park (SGNP).
The Maharashtra State Road Development Corporation (MSRDC), which is overseeing the project, defended the bidder, saying that the evaluation was done according to established norms. However, the court has now directed authorities not to proceed with bid opening until the matter is reviewed.
The Thane-Borivali twin tunnel is one of the most ambitious infrastructure proposals in the Mumbai Metropolitan Region (MMR). Once completed, it is expected to reduce travel time from over an hour to just 15-20 minutes, bypassing bottlenecks like Ghodbunder Road and Western Express Highway.
With this legal hurdle, the project could face delays unless the MSRDC provides clarifications or the court allows the bidding process to resume. The next hearing is scheduled soon, and stakeholders across the infrastructure and real estate sectors are watching the outcome closely, as this tunnel is likely to impact property demand in areas like Thane, Borivali, and beyond.
