The Belagavi Cantonment Board (BCB) has submitted a revised draft of its building bylaws to the Principal Director of Defence Estates, Southern Command, in Pune, for approval. The updated bylaws incorporate recommendations from The Energy and Resources Institute (TERI) following the rejection of the previous version by authorities. The civil area is now divided into two zones, with distinct guidelines for building permissions, ground coverage limits, and height restrictions. Zone 1 covers high-density areas and permits up to three floors and 90% ground coverage, while Zone 2 focuses on low-density zones with a maximum Floor Space Index (FSI) of 0.5 and 50% ground coverage.
The Belagavi Cantonment Board (BCB) has forwarded a revised draft of its building bylaws to the Principal Director of Defence Estates, Southern Command in Pune, seeking approval. The updated draft incorporates modifications suggested by The Energy and Resources Institute (TERI) after the previous version was rejected by the concerned authorities.
The revised bylaws demarcate the cantonment civil area into two distinct zones. Zone 1 comprises the inner civil area, which includes markets and high-density residential zones. In contrast, Zone 2 encompasses the outer civil area, characterized by low-density bungalow zones. Each zone is governed by specific guidelines pertaining to building permissions, ground coverage, and height restrictions.
In Zone 1, designated as a high-density area, the proposed building permissions outline specific guidelines based on plot size. Plots up to 100 sqm can accommodate ground plus two floors with a maximum of 90% ground coverage. For plots ranging from 100 to 300 sqm, stilt plus ground plus two floors are allowed, restricted to 75% ground coverage. Plots exceeding 300 sqm may include a basement, stilt, ground, and two floors, capped at 60% ground coverage. The maximum permissible height for all structures is set at 18 meters. Additionally, plots under 50 sqm are exempt from setback requirements, permitting 100% ground coverage and relying on municipal services from adjacent roads.
In Zone 2, designated as a low-density area, the proposed building permissions are structured to maintain a maximum Floor Space Index (FSI) of 0.5. The guidelines permit ground plus two floors for plots up to 100 sqm, stilt plus ground plus two floors for plots ranging from 100 to 300 sqm, and basement plus stilt plus ground plus two floors for plots exceeding 300 sqm.
The revised draft was approved by the BCB during a meeting held earlier this week, chaired by Brigadier Joydeep Mukherjee, Commandant of The Maratha Light Infantry Regimental Centre (MLIRC). BCB Chief Executive Officer Rajeev Kumar and nominated member Sudhir Tupekar were also in attendance.
With clear distinctions between high-density and low-density zones, the bylaws aim to regulate building permissions while ensuring optimal land use. Pending approval from the Principal Director of Defence Estates, the proposed regulations could set a benchmark for similar cantonment boards across the country.
