Ludhiana Improvement Trust urges property owners to avail of one-time settlement schemes

The Ludhiana Improvement Trust (LIT) has launched two one-time settlement schemes aimed at easing the financial burden on property owners. These policies offer significant discounts on non-construction fees and provide an opportunity for allottees with pending dues to regularize their properties. Eligible individuals, such as senior citizens and legal heirs of deceased soldiers, are entitled to additional benefits. Property owners must submit their applications by July 31 to take advantage of these schemes, which aim to enhance urban development and compliance in Ludhiana.

The Ludhiana Improvement Trust (LIT) has urged property owners to take advantage of the government's one-time settlement schemes designed to ease the financial burden of non-construction fees and other pending dues. The schemes offer substantial relief to allottees, transferees, and owners of properties under the LIT's development schemes.


LIT Chairman Tarsem Bhinder shared that the local bodies department had introduced two key one-time relaxation policies, aiming to assist property owners in regularizing their properties and completing construction. These policies are expected to bring relief to a significant number of people struggling with outstanding payments.

The first policy provides a 50% discount on the total non-construction fee, including both the principal amount and accumulated interest, for properties where less than 15 years have passed since the issuance of the allotment letter. For properties that have been under allotment for more than 15 years, the non-construction fee is fixed at 5% of the applicable reserve rate. Moreover, property owners who fall under specific categories, such as senior citizens, women, and legal heirs of soldiers or paramilitary forces killed in action, can avail themselves of an additional 25% discount on the non-construction fee.

The second policy addresses pending dues, particularly for those allottees who have already made partial payments. Under this policy, allottees who have deposited at least a quarter of the total amount after receiving their allotment can regularize their property by paying the remaining amount at the applicable rate with simple interest. For the year 2025-26, restaurant charges are set at 2.5% of the reserve rate, and most notably, this policy offers a complete exemption from penalties and penal interest.

To take advantage of these offers, property owners are required to submit their applications either in person or via email to the trust office by July 31. This initiative aims to encourage property owners to complete construction and ensure that their properties are regularized, contributing to urban development and compliance within the region.

In a bid to streamline urban development and assist property owners in maintaining legal ownership of their properties, the LIT's initiative is expected to have a lasting impact on Ludhiana's real estate sector. The trust hopes that the implementation of these policies will encourage more property owners to take necessary steps toward regularizing their properties and complying with the city's development guidelines.

The relief offered through discounted fees and the regularization of properties without penalties will encourage property owners to complete construction and bring their properties into compliance with urban development standards. Property owners are encouraged to act swiftly and avail themselves of these benefits before the July 31 deadline to secure the long-term advantages of these schemes.
