Chhattisgarh launches model SROs to streamline land and property registrations

The Government of Chhattisgarh has launched the first phase of its Model Sub-Registrar Offices (SROs) to modernise and digitise land and property registration services. As part of the rollout, 19 out of 104 SROs are being revamped, including a flagship office in Raipur. Developed in partnership with BLS International, the upgraded offices will feature biometric verification, real-time status tracking, token-based queues, and citizen facilitation desks. Additional amenities include air-conditioned lounges, digital display boards, CCTV monitoring, and services for senior citizens and differently abled individuals. Supporting facilities such as document scanning and complaint redressal will ensure a seamless user experience. This initiative is aimed at improving transparency, efficiency, and accessibility in public services. Positioned as a model for other states, Chhattisgarh's digitised SROs reflect a growing shift towards citizen-focused, tech-enabled governance in India's property registration ecosystem.

Land and property registration in India is often associated with bureaucratic delays, unclear processes, and limited transparency. Recognising the need for change, the Government of Chhattisgarh has launched the first phase of its Model Sub-Registrar Offices (SROs), marking a significant step towards making public services more efficient, accessible, and citizen-focused.


The initiative aims to upgrade all 104 sub-registrar offices across the state in a phased manner. In the first phase, 19 offices are being digitised and revamped. Raipur, the state capital, will host a flagship Model SRO, intended to serve as a showcase for modern, citizen-centric service delivery.

BLS International, a global provider of tech-enabled public services, has been appointed to develop, operate, and manage these next-generation offices. The partnership reflects a growing trend among Indian states to leverage private expertise in transforming core public functions. By bringing in global service standards and integrated systems, the project seeks to overhaul the way people interact with property registration services.

The upgraded offices will incorporate features designed to improve both efficiency and user experience. These include biometric verification systems to ensure secure processing, real-time status updates to keep applicants informed, and token-based queue systems to reduce waiting times. Air-conditioned waiting lounges, digital display boards, and CCTV monitoring will enhance comfort, transparency, and security. Dedicated counters for senior citizens and differently abled individuals, along with citizen facilitation desks, will help address specific needs.

Basic amenities such as clean drinking water and sanitation will also be provided on-site. In addition, the offices will offer supporting services such as document scanning, photocopying, printing, and a complaint redressal mechanism to ensure end-to-end support.

According to the Chhattisgarh government, this initiative is part of a broader push to bring greater transparency, predictability, and ease to governance systems. By adopting digital tools and rethinking service design, the model SROs are expected to serve as accessible, single-window platforms for land and property-related matters.

As India moves steadily toward digital governance and streamlined public services, Chhattisgarh's approach could emerge as a template for other states. With this rollout, the state positions itself at the forefront of a nationwide shift toward citizen-first administration, combining infrastructure upgrades with service innovation.
