A four-member expert committee in Haryana has submitted a report recommending the implementation of the stilt-plus-four (S+4) floors concept in residential areas of the state. Led by former IAS and chairman of Haryana State Pollution Control Board P Raghuvendera Rao, the committee's report emphasizes safety measures, infrastructure considerations, and the well-being of occupants. Key recommendations include limiting occupancy levels, reducing building height for proper ventilation and sunlight, and addressing concerns about sewage systems and water supply. The report has been forwarded for examination, and the government's decision on its recommendations will shape the future of residential construction in the state.
In a significant development, a four-member expert committee has submitted its report favouring the implementation of the stilt-plus-four (S+4) floors concept in residential areas of the state. The committee, led by former IAS and chairman of Haryana State Pollution Control Board P Raghuvendera Rao, presented its findings to additional chief secretary (town and country planning) Arun Gupta last week.

The report emphasizes the need for stringent measures regarding emergency situations and the strain on infrastructure, while prioritizing the safety of occupants. One of the key recommendations made by the committee is to limit the occupancy level of such buildings to 18 persons. Additionally, the height of the buildings should be reduced from 16.5m to 15m, ensuring proper ventilation and sunlight. The committee also highlighted concerns regarding the increased pressure on sewage systems and water supply due to the implementation of the S+4 floors concept.
Sources reveal that the additional chief secretary has forwarded the report to the Harvana Shehri Vikas Pradhikaran (HSVP) and the town and country planning department for examination. Once reviewed, the report will be sent to the chief minister's office (CMO) for the final decision.
It should be noted that the committee was established in March by the Haryana government following complaints and safety concerns raised by citizens, including General (retd) V P Malik. To gather information, the committee collected around 26,000 inputs from stakeholders and compiled building codes from various states and cities facing similar situations. An official familiar with the report submission stated that the government has the discretion to accept the report entirely, partially, or make amendments as necessary.
The committee's recommendations include restricting the use of S+4 buildings exclusively for residential purposes and allowing only one unit per floor. Moreover, owners of adjacent buildings affected by the construction of S+3 or S+4 buildings should be compensated, as suggested by the committee.
In addition to advocating for the construction of independent structures, the committee emphasizes the importance of emergency and fire exits. The report suggests the inclusion of fire exit passages and clearing areas in the stilt of the building during the approval of the building plan to ensure safety during emergencies. The committee has also proposed stringent measures for granting permission in existing residential colonies or sectors.
The government's decision on the report's recommendations will shape the future of residential construction in the state, addressing concerns regarding safety, infrastructure, and the overall well-being of the residents.
