CBI investigates 24 real estate projects in major fraud case affecting homebuyers

The Central Bureau of Investigation (CBI) has initiated investigations into 24 real estate projects across Noida, Greater Noida, and the Yamuna Expressway, following a Supreme Court directive earlier this week. The probe focuses on alleged financial irregularities within subvention schemes that may have defrauded thousands of homebuyers. The CBI has requested detailed records from development authorities, including layout plans, sanction letters, dues statements, and registry details, to assess potential violations of Reserve Bank of India (RBI) and National Housing Bank (NHB) guidelines. The investigation also aims to determine whether funds were diverted from construction activities.

Twenty-four real estate projects located in Noida, Greater Noida, and along the Yamuna Expressway are the subject of an extensive investigation by the Central Bureau of Investigation (CBI). This action follows a directive from the Supreme Court earlier this week, which instructed the CBI to investigate alleged financial irregularities associated with subvention schemes that may have defrauded thousands of homebuyers.


Under the subvention scheme, banks disbursed home loans directly to developers, who were responsible for paying the interest on behalf of homebuyers until possession was granted. However, numerous developers defaulted on these payments, compelling banks to demand Equated Monthly Installments (EMIs) from homebuyers for properties that were not delivered. This has led to widespread distress among buyers who are burdened with loan repayments for unfinished projects.

In response to the Supreme Court's order, the CBI has sought detailed records from various development authorities to facilitate its investigation. The Noida Authority has been requested to provide information on nine projects, including those developed by Supertech, Logix City Developers, IVR Prime Developers, and Jaypee Infratech. Similarly, the Greater Noida Authority has been asked to submit documents related to 11 projects, many of which overlap with the Noida list, such as developments by Supertech and Shubhkamna. The Yamuna Expressway Authority has been tasked with providing records for four projects under its jurisdiction.

The CBI's investigation aims to determine whether the disbursement of funds under the subvention scheme adhered to the guidelines set forth by the Reserve Bank of India (RBI) and the National Housing Bank (NHB). Additionally, the agency will examine whether funds allocated for construction were diverted for other purposes, potentially leading to project delays and financial losses for homebuyers.

Prominent developers under scrutiny include Supertech, which is involved in multiple projects across the region, and Logix City Developers, known for its Blossom Zest project in Sector 143 of Noida. Other developers such as IVR Prime Developers and Jaypee Infratech are also part of the ongoing investigations.

To ensure the smooth progress of the investigation, the Supreme Court has directed the development authorities to appoint nodal officers who will coordinate with the CBI and provide the necessary assistance. These officers will facilitate the sharing of information and ensure compliance with the investigation's requirements.

This probe marks a significant step towards addressing the grievances of homebuyers who have been adversely affected by the alleged malpractices within the real estate sector. The outcome of this investigation could lead to stricter regulations and oversight in the real estate industry, aiming to protect the interests of homebuyers and restore trust in the sector.
