The Municipal Corporation of Delhi (MCD) has enforced a policy requiring all construction and demolition projects to register on the Delhi Pollution Control Committee's (DPCC) Dust Pollution Control and Self-Assessment Portal before obtaining building plan approvals. This directive aims to integrate environmental safeguards into the approval process, ensuring compliance with dust control measures. Notably, projects exceeding 500 square metres must upload a self-declaration every fortnight, implement 360-degree video surveillance, and install low-cost Particulate Matter sensors. Violations may lead to project permission denial or cancellation.
In a significant move to combat air pollution, the Municipal Corporation of Delhi (MCD) has mandated that all construction and demolition projects register on the Delhi Pollution Control Committee's (DPCC) Dust Pollution Control and Self-Assessment Portal prior to receiving building plan approvals. This directive, issued earlier this week, underscores the city's commitment to integrating environmental safeguards into the construction approval process.
The DPCC has stipulated that no building plan sanctions will be granted without this registration. The MCD has been directed to ensure that these environmental safeguards are embedded in the approval process, with strict penalties for non-compliance.
As part of this initiative, the MCD is required to integrate the DPCC's dust portal with its building layout plan approval system, facilitating seamless monitoring and compliance. Projects meeting the area threshold are mandated to upload a self-declaration every fortnight on the dust portal.
Furthermore, the DPCC has introduced provisions for 360-degree 'pan, tilt, and zoom' (PTZ) video surveillance and the installation of low-cost Particulate Matter (PM) sensors at construction sites as mandatory compliance measures. Contractors must adhere to a 14-point dust control protocol, which includes the use of anti-smog guns, water sprinkling, wind barricading, proper covering of debris and vehicles, and prompt disposal of waste material. Additionally, a display board showing the DPCC portal registration ID will be mandatory at each construction site.
This move aligns with the broader efforts under the guidance of the Commission for Air Quality Management (CAQM) to enforce strict dust mitigation norms. Construction dust is recognized as a significant contributor to PM10 and PM2.5 levels in the capital's air.
By integrating real-time monitoring and stringent compliance measures, the city aims to significantly reduce construction-related air pollution. This initiative not only addresses immediate environmental concerns but also sets a precedent for other metropolitan areas grappling with similar challenges.
