Karnataka Deputy CM orders formation of panel to address apartment issues

Synopsis

Shivakumar, the Deputy Chief Minister of Karnataka, has responded to the appeals made by concerned individuals and directed government officials to establish a committee. This committee will consist of representatives from both the government and apartment federations, aiming to foster effective coordination and address a range of issues. The primary objective of this committee is to tackle the challenges faced by apartment residents and work towards finding suitable solutions. By bringing together key stakeholders, including government officials and apartment federation members, Shivakumar aims to enhance collaboration and ensure a systematic approach in resolving the concerns raised by residents.

The Bangalore Apartment Federation (BAF) convened a meeting with Deputy Chief Minister and Bengaluru Development Minister DK Shivakumar on Saturday to discuss pressing concerns related to property ownership, registration of societies, and the provision of civic amenities. In response to their request, Shivakumar directed officials to form a committee comprising government representatives and members of apartment federations to coordinate and address these issues.




During the meeting, BAF office-bearers emphasized the importance of resolving two critical issues: property ownership and management, and compliance matters concerning individual property owners and Residents Welfare Associations (RWAs). They reminded Shivakumar of the agenda presented during a previous Town Hall meeting with the Congress in March.



Vikram Rai, the general secretary of BAF, conveyed the federation's viewpoint, stating that while there are several issues requiring the government's attention, they initially presented two crucial matters that will impact many people across Karnataka. These issues also require legislative action as they involve multiple departments. He also confirmed that  Deputy Chief Minister has agreed to address these concerns and instructed officials to establish a committee.



The BAF members also stressed the need for efficient coordination with various agencies such as the Karnataka State Pollution Control Board (KSPCB), fire and emergency department, electrical inspectorate, and commercial taxes (GST) departments to ensure compliance with regulations.



The delegation further sought the full implementation of the Karnataka Apartment Ownership Act (KAOA) of 1972 by amending the Karnataka Registration Rules of 1965, Karnataka Apartment Rules of 1974, and revenue rules of various municipal bodies.



The BAF objective is to ensure that the entire property, including apartment units and the land they are built on, is rightfully conveyed to the group of owners. Currently, many apartment RWAs are registered under the Karnataka Societies Registration Act of 1969. It is necessary to merge them with the KAOA. Members of the federation believe that the proposed committee should be attached to the housing department to enable a unified approach in addressing similar issues in other parts of Karnataka.



The BAF's engagement with the Deputy Chief Minister signifies a concerted effort to address the concerns of apartment owners and RWAs, with the aim of ensuring proper property ownership, effective management, and compliance with relevant laws and regulations throughout Karnataka.
