Secunderabad Cantonment drafts new building bye-laws to modernise urban planning

Synopsis

The Secunderabad Cantonment Board has released draft building bye-laws to align with Greater Hyderabad Municipal Corporation (GHMC) standards. The revised rules introduce a four-zone system based on road width and land use, aiming to guide planned development. Stricter penalties are proposed to tackle unauthorised construction, along with clear guidelines for residential, commercial, educational, and public buildings. The draft also focuses on safety and sustainability, mandating features like fire safety, parking, rainwater harvesting, and rooftop solar panels. Framed under the Cantonments Act, 2006, and National Building Code, 2016, the draft is now open for public feedback before finalisation.

The Secunderabad Cantonment area, which is governed separately from the Greater Hyderabad Municipal Corporation (GHMC), has been following older building bye-laws that limited construction and development. However, with a growing population and increasing pressure for urban development, there has been a need to revise these regulations to better match the standards followed by GHMC and to meet public expectations.


In response, the Secunderabad Cantonment Board (SCB) released a draft of new building bye-laws on Tuesday. These proposed rules are aimed at updating construction and planning standards across the cantonment. The draft has been prepared in consultation with expert agencies and intends to make development more practical and aligned with urban needs.

One of the key changes in the draft bye-laws is the introduction of a four-zone system to guide construction based on road width and area type. Zone I covers civilian residential areas with roads between 9 and 12.2 meters wide. Zone II is meant for mixed-use developments along roads up to 18.3 meters wide. Zone III includes Old Grant Bungalows and leased lands outside notified civil areas, where construction will be restricted. Zone IV is reserved for high commercial potential areas located along roads wider than 18.3 meters. Each zone will follow tailored planning rules suited to its specific purpose and infrastructure.

To address unauthorised constructions, the bye-laws propose stricter controls through penalties, mortgaging rules, and legal composition charges. These measures aim to discourage illegal activity and promote lawful development.

The bye-laws include detailed standards for various building types such as group housing societies, educational institutions, public assembly spaces, and commercial complexes. These help builders and property owners understand what is permitted depending on the use and location of the property.

Modern requirements like fire safety systems, parking, rainwater harvesting, rooftop solar provisions, landscaping, and sanitation standards are part of the draft. These aim to make buildings safer and more sustainable.

The draft is currently open for public feedback. Once reviewed and finalised, it will serve as a new framework for guiding development in the cantonment-more in line with GHMC norms but tailored to the area's specific needs.
