The Hubballi-Dharwad Municipal Corporation has launched Karnataka's premier aerial GIS survey to improve urban mapping and refine property taxation. With a budget of INR 23.5 crore and a 15-month timeline, the project involves firms from Dubai and Hyderabad, awaiting DGCA clearance to begin flights. Aircraft equipped with high-resolution cameras and LiDAR will gather detailed spatial data, aiding in the identification of untaxed properties and unauthorised constructions. This initiative seeks to expand the tax base, increase annual revenue from INR 150 crore to INR 400 crore, and create an accurate digital property database that supports efficient urban planning and transparent governance.

For the first time in Karnataka, the Hubballi-Dharwad Municipal Corporation (HDMC) has launched an aerial Geographic Information System (GIS) survey to enhance its urban planning and property tax framework. This landmark initiative entrusts two firms with the task-a Dubai-based company responsible for 11 survey packages and a Hyderabad-based firm handling one. Both firms have approached the Directorate General of Civil Aviation (DGCA) for the necessary approvals and expect to receive flight clearance and operational time slots within a week.


Once granted, specially equipped aircraft will traverse pre-determined flight paths to ensure uniform and comprehensive coverage of the municipal limits. This aerial survey will help identify numerous properties currently outside the tax register, enabling HDMC to expand its tax base significantly. HDMC has launched the project, valued at INR 23.5 crore and scheduled for 15 months, to achieve greater accuracy than previous drone-based surveys. As the first municipal body in the state to implement aerial GIS mapping, HDMC aims to increase its property tax revenue from the current INR 150 crore to a projected INR 400 crore.

The aircraft will carry advanced sensors and high-resolution imaging technology to collect detailed spatial data across Hubballi-Dharwad's urban landscape. These inputs will contribute to the creation of precise digital property maps, identification of unauthorised structures, and improved maintenance of municipal records. To develop an accurate 3D model of the city, the contractor must collect new aerial data for specified Areas of Interest (AOIs). By employing both photogrammetry and airborne LiDAR technologies, the project ensures a balance of speed and accuracy.

Aerial imagery will help construct realistic building profiles, including detailed facades and roof designs. Meanwhile, LiDAR data will refine elevation models and generate precise Digital Elevation Models (DEMs), essential for 3D city planning. R. Vijay Kumar, Superintending Engineer at HDMC, highlighted that the aerial survey offers broader area coverage with uniform data quality. High-altitude imaging allows for a panoramic view while preserving structural details. This method will support the creation of an accurate, dynamic property database that captures dimensions, usage categories, and construction attributes.

The initiative reflects HDMC's forward-looking approach to urban governance. By integrating modern geospatial technologies into civic administration, the municipal body seeks to streamline its property tax assessment system, improve transparency, and strengthen fiscal sustainability. This aerial GIS survey marks a strategic leap towards smart urban management and robust data-driven decision-making for the future of Hubballi-Dharwad.
