The Telangana government is set to launch an AI-based property registration system through a pilot project at Champapet and Saroornagar sub-registrar offices. Aimed at speeding up the process, eliminating irregularities, and increasing transparency, the system will randomly allot sub-registrar offices, complete registrations in 10-15 minutes, and hide buyer-seller identities from staff. It will also block registrations in ecologically sensitive zones and survey numbers flagged for legal issues. The online slot booking, earlier limited to agricultural lands, will now include non-agricultural properties. By reducing human discretion, minimising middlemen, and ensuring fairness, the initiative marks a major shift toward citizen-friendly digital governance.
Property registration in Telangana has long been associated with delays, arbitrary rejections, and the involvement of middlemen. Currently, citizens booking a property registration must often deal with inconsistent procedures at different sub-registrar offices, leading to inefficiencies, corruption, and a lack of transparency. The state had already introduced digital registration for agricultural lands through the Dharani portal, but non-agricultural properties were still left out.
The Telangana state government is set to launch an AI-powered property registration system as a pilot project by mid-April. This system is designed to speed up the registration process, eliminate irregularities, and make the entire experience more citizen-friendly. Initially, the project will be rolled out in the sub-registrar offices of Champapet and Saroornagar. If the trials are successful, it will gradually expand to cover the entire city and state.
The new system will automatically assign a sub-registrar office once a buyer books an appointment online. This random allotment removes the chance of choosing offices based on preference or influence, reducing partiality and corruption.
Registrations will be completed in just 10 to 15 minutes, cutting down long wait times and making the process much quicker.
AI will also take over the allocation and approval steps, reducing the role of sub-registrars in making subjective decisions. This helps standardise the process and avoid inconsistency.
To ensure fairness, the identities of buyers and sellers won't be visible to ground staff. If any application is rejected, an official reason must be entered, which the AI will immediately verify. If something seems off, the system will alert senior officials.
With fewer manual steps and tighter checks, the need for middlemen will drop, making the system cleaner and easier for citizens to use.
The system also aims to protect ecologically sensitive areas by blocking property registrations in restricted zones such as lake buffer areas, tanks, and Full Tank Levels (FTLs). It will also prevent transactions on survey numbers that have been flagged for legal or environmental concerns. This step is intended to curb unauthorised development and safeguard public resources like lakes, green belts, and other vulnerable ecological zones.
The online slot-booking facility, which was earlier available only for agricultural land, will now be extended to non-agricultural properties as well. Citizens will be able to choose appointment times that suit their convenience, helping reduce waiting times and crowding at registration offices. The AI system will also track footfall in real time and direct users to offices with lower congestion, making the overall process smoother and more user-friendly.
This AI-based system represents a major step forward in digitisation and good governance for Telangana. It not only ensures faster service but also promotes fairness, environmental responsibility, and public trust in the land registration process. If successful, the initiative could serve as a model for other states in India looking to modernise their property registration systems.
