Mumbai Airport to start hand-carried jewellery exports from 1st May 2025

Starting 1st May 2025, Mumbai International Airport will officially begin hand-carriage jewellery export operations, a major boost for India�s gem and jewellery trade. Enabled by CBIC Circular No. 09/2025-Customs, the move follows a successful mock drill involving key industry bodies and customs authorities. GJEPC Chairman Kirit Bhansali praised the initiative for simplifying logistics, especially for MSME exporters, and strengthening India's position as a global jewellery hub. A Standard Operating Procedure (SOP) will soon be issued to guide exporters. With a dedicated GJEPC office at the airport, the initiative promises greater flexibility, growth, and global reach for India's jewellery sector.

Mumbai International Airport is set to commence hand-carriage jewellery export operations starting 1st May 2025, marking a significant milestone for India's gem and jewellery trade. The Central Board of Indirect Taxes and Customs (CBIC) formalised the procedure through Circular No. 09/2025-Customs, dated 28th March 2025, allowing import/export via personal carriage.


A successful mock drill was conducted on 24th April 2025, involving collaborative efforts from the Bharat Diamond Bourse (BDB), BVC, Precious Cargo Customs Clearance Centre (PCCCC), Airport Customs, and GJEPC. The drill, supervised by Mr. Roopesh Sukumaran, Additional Commissioner of Customs, PCCCC, simulated a passenger export scenario, with the GJEPC Secretariat acting as the exporter.

Mr. Kirit Bhansali, Chairman, GJEPC, said that "With the launch of hand-carriage jewellery exports from Mumbai Airport on 1st May 2025, we are ushering in a new era for India's gem and jewellery trade. This initiative not only simplifies logistics for our members-particularly emerging exporters-but also reinforces India's standing as the premier global jewellery hub. We remain committed to advocating innovative solutions that drive growth and opportunity across our industry, especially MSMEs."

GJEPC's ongoing advocacy has played a crucial role in securing this breakthrough. The forthcoming advisory from DG Systems will set the stage for Mumbai Customs to release the Standard Operating Procedure (SOP) for hand carry exports.

This initiative will be especially beneficial for emerging exporters, providing them with the flexibility to personally carry jewellery to global markets. To assist members with the hand carry process, GJEPC has already established a dedicated airport office.
