The Brihanmumbai Municipal Corporation (BMC) has unveiled plans to construct a sprawling Town Hall Gymkhana complex near its heritage headquarters, aimed at offering citizens a panoramic view of south Mumbai's historic precinct and creating a modern civic interaction space.


The upcoming complex will be developed on the Cannon and Carnac sports ground, located between Chhatrapati Shivaji Maharaj Terminus (CSMT) and the iconic BMC HQ. According to senior civic officials, the new facility will serve as a multi-functional public venue, housing a town hall, amphitheatre, glass-domed viewing gallery, restaurants, and parking spaces all spread across five underground floors.

This is the first time that Mumbai will have a designated public-facing town hall facility in its central heritage zone. The move is seen as part of the city's broader push to democratise access to civic spaces and rejuvenate heritage zones with culturally meaningful development.

Officials say the panoramic viewing gallery will allow citizens to experience unobstructed views of CSMT, BMC HQ and Azad Maidan a sight previously unavailable due to lack of accessible vantage points. A proposal to allow selfie zones in this area a few years ago had been shelved for lack of public infrastructure.

Municipal Commissioner Bhushan Gagrani has asked the urban planning department to ensure the new building adheres to the height and design restrictions of the Fort heritage zone, where several protected structures lie within close proximity.

The civic body has invited tenders for the project, which also includes recreational and sports facilities for BMC employees, currently housed at a modest facility in Tulsidwar near Mahalaxmi.

Urban planners have welcomed the project as a model for blending heritage conservation with civic participation. An architect familiar with Mumbai's heritage planning processes noted that if executed well, the project has the potential to become an urban anchor, similar to Central Park's Great Lawn in New York.

The move is also expected to revive foot traffic in the Fort precinct, benefiting businesses and tourism. Real estate developers are closely watching the plan, as upgraded civic infrastructure around heritage nodes often leads to increased land value and redevelopment interest in surrounding areas.
