The Bruhat Bengaluru Mahanagara Palike (BBMP) has launched a two-day e-Khata issuance process, allowing property owners to obtain the crucial ownership document quickly through the e-Aasthi portal. This digital initiative eliminates the need for physical visits, enhancing transparency and reducing delays in Bengaluru's real estate sector. With 2.7 lakh e-Khatas already issued out of 2.9 lakh applications, BBMP officials are conducting daily virtual reviews to ensure smooth processing. However, the mandatory shift to e-Khata in October 2024 initially led to a 60% drop in property registrations, delaying INR 8,000 crore in transactions.
The Bruhat Bengaluru Mahanagara Palike (BBMP) has introduced a streamlined process for issuing the final e-Khata, ensuring property owners receive the document within two days of application submission. This initiative aims to enhance efficiency, reduce delays, and bring transparency to property documentation. The e-Khata is a crucial legal document that serves as proof of property ownership, confirming that the property has been legally approved and registered with the municipal authority. It is essential for property transactions such as buying, selling, or transferring ownership.
To obtain the final e-Khata, property owners must apply through BBMP's e-Aasthi portal (bbmpeaasthi.karnataka.gov.in). Once submitted, the process is entirely digital, eliminating the need for property owners to visit BBMP offices. The applications are reviewed by Assistant Revenue Officers (AROs) and designated caseworkers, ensuring that the final e-Khata is issued within two days. This digital transformation is expected to significantly improve the ease of doing business in Bengaluru's real estate sector.
Currently, around 2.9 lakh applications have been submitted, out of which 2.7 lakh e-Khatas have already been issued. To ensure the smooth processing of applications, BBMP officials conduct daily virtual meetings with staff from all eight zones and 64 AROs. These meetings help monitor the progress and address any challenges in real-time. The initiative is part of the Karnataka government's broader push towards digital governance, which includes efforts to integrate property records with Aadhaar and other digital databases.
Despite the benefits of digitization, the sudden implementation of the e-Khata system has posed challenges. For instance, when the Karnataka government made e-Khata mandatory for property registrations in October 2024, property transactions in Bengaluru saw a sharp decline. Reports indicate that property registrations dropped by nearly 60%, delaying transactions worth approximately INR 8,000 crore. Many property owners faced difficulties in obtaining the required documentation, leading to frustration among homebuyers and developers. The situation was further complicated by the backlog of pending applications, which resulted in delays in issuing e-Khatas.
Similar digital initiatives have been implemented in other Indian cities to improve property record management. In Karnataka, districts like Chitradurga and Bagalkot had already introduced the e-Khata system before it became mandatory statewide in September 2024. In Maharashtra, the government launched an online property registration system in Mumbai and Pune to streamline documentation and prevent fraudulent land transactions. Delhi has also adopted digital land records through its DDA e-Khata system, which allows property owners to access their ownership details online.
The introduction of the two-day e-Khata issuance process in Bengaluru marks a significant step towards a more efficient and transparent property documentation system. While challenges remain, such as processing delays and technical issues, the initiative is expected to benefit property owners in the long run. By learning from other cities and continuously improving the system, Bengaluru's BBMP aims to make property transactions faster and hassle-free.
