Tamil Nadu finalises Coimbatore Masterplan with focus on urban infrastructure

The Tamil Nadu government is set to finalise Coimbatore's second masterplan after 30 years, with a vision extending to 2041. The draft, published in February 2024, received over 3,000 suggestions, leading to modifications in the final version. According to district collector Pavankumar G Giriyappanavar, key inputs are being incorporated before its expected release in May 2025. The plan focuses on urban infrastructure, water management, green spaces, and transportation. Additionally, separate masterplans for Mettupalayam and Pollachi are in progress. Officials highlight the long-term impact of this initiative, but concerns remain over public participation in the planning process.

The Tamil Nadu government is set to release the final Coimbatore Masterplan in May 2025, incorporating feedback from stakeholders. The draft, published in February 2024, received over 3,000 suggestions, leading to modifications in the final version. Officials aim to ensure that the plan aligns with Coimbatore's growth targets for 2041.


Coimbatore's first masterplan was introduced three decades ago. The second masterplan is now being finalised after an extensive consultation process. In addition, the government is working on two separate masterplans for Mettupalayam and Pollachi, marking their first updates since 2005 and 2006, respectively. These plans focus on urban development, including water supply, sewerage management, water body restoration, and green spaces.

According to Pavankumar G Giriyappanavar, Coimbatore's district collector, the government is reviewing all the suggestions received for the masterplan and incorporating important ones. He stated that some modifications would be made to the draft and expected the final version to be completed soon.

According to the Local Planning Authority (LPA), the final Coimbatore masterplan is expected to be ready within 15 days. Officials anticipate that Chief Minister M. K. Stalin will unveil it in April or May 2025. Once finalised, the plan will be published on the Directorate of Town and Country Planning's website for public access.

While the government incorporated stakeholder feedback, K. Kathirmathiyon, secretary of Coimbatore Consumer Cause, criticised the process, arguing that public participation was limited. He believes that officials mainly considered industry representations, overlooking area-specific concerns from residents. He also emphasised that even after its release, the plan should remain open to further public modifications.

The government is also preparing GIS-based masterplans for Class-II towns (population 50,000 to 99,999). This modern approach aims to improve urban planning accuracy and efficiency.

The Coimbatore masterplan is expected to drive long-term urban growth, shaping infrastructure and public services for the next two decades. However, ensuring public participation in future updates remains a key challenge.
