The Goa Industrial Development Corporation (GIDC) has reserved 30% of small industrial plots for women entrepreneurs, aiming to enhance their participation in business and drive economic growth. This initiative, aligning with the Union Budget 2025's focus on Nari Shakti, addresses challenges in land access for women-led enterprises. Currently, women own just 7% of Goa's medium-category industries. The reserved plots, available in key locations, have application deadlines set for March 31. Inspired by similar programs in Tamil Nadu and Maharashtra, this move is expected to create a more inclusive and thriving industrial ecosystem in Goa.
The Goa Industrial Development Corporation (GIDC) has introduced a significant initiative to promote women's entrepreneurship by reserving 30% of small industrial plots exclusively for women applicants. This decision aims to encourage greater participation of women in business and contribute to the state's economic growth. The move aligns with broader national efforts to support women entrepreneurs, particularly in sectors where their representation has been historically low.
Shrinivas Dempo, President of the Goa Chamber of Commerce and Industry (GCCI), welcomed the decision, highlighting that it complements the policies advocated by the chamber to enhance economic empowerment for women. He noted that land and infrastructure access has been one of the major challenges for women entrepreneurs, and this initiative would provide them with a strong foundation to start and expand their businesses. He also referenced the Union Budget 2025, which emphasized Nari Shakti (women empowerment) as a key focus area, making this a timely and relevant initiative.
GCCI Women's Wing Committee Chairperson, Asha Arondekar, also lauded the initiative, describing it as a progressive step towards gender equality in Goa's industrial sector. She emphasized that the GCCI is looking forward to working closely with the state government and GIDC to ensure the program's success and encourage more women entrepreneurs to participate.
Currently, women entrepreneurs own only 7% of the 111 medium-category enterprises in Goa, indicating a significant gender gap in industrial business ownership. To bridge this gap, GIDC has earmarked twenty industrial plots at prime locations, including Pissurlem, Kundaim, Panchawadi, Madkaim, Verna, Honda, and Tuem. The plots range in size from 600 to 3,000 square meters, with base rates set between INR 1,070 and INR 2,810 per square meter. The application process for these plots is already open, with the deadline for submissions set for March 31. The GIDC and GCCI have urged eligible women entrepreneurs to take advantage of this opportunity and apply before the closing date.
This initiative aligns with other national efforts aimed at fostering women's entrepreneurship. For example, NITI Aayog's Women Entrepreneurship Platform (WEP) provides access to mentorship, funding opportunities, and business incubation to support women-led businesses. Additionally, the MUDRA Yojana scheme has facilitated loans to many women-led micro and small enterprises across India. In Maharashtra, similar schemes have successfully helped women establish businesses in industrial estates, particularly in the textile and manufacturing sectors.
Goa's move to reserve industrial plots for women entrepreneurs follows similar initiatives in other states, such as Tamil Nadu, where the government has set up dedicated women-led industrial parks to boost female participation in manufacturing. In Karnataka, the Udyogini Scheme has provided financial support to thousands of women entrepreneurs, enabling them to set up small-scale industries.
By implementing this reservation policy, GIDC aims to create a more inclusive business environment in Goa, ensuring that women-led enterprises receive the necessary support to thrive. If executed effectively, this initiative could significantly improve the representation of women in Goa's industrial sector, contributing to long-term economic growth and job creation.
