The Maharashtra government is formulating a policy to mandate precast construction for real estate firms in Mumbai, aiming to curb air pollution. State Environment Minister Shri Pankaja Munde highlighted the initiative on Saturday, stating that the proposed policy would apply to both private and public construction sites. By shifting to precast construction, builders and contractors can source prefabricated components from outside the city, significantly reducing on-site activities that contribute to environmental degradation. This transition ensures uninterrupted construction progress while mitigating adverse climatic impacts. The approach benefits both developers and the environment by drastically lowering air pollution levels. The state government has already taken measures to regulate pollution from ongoing construction projects.
Precast construction curtails carbon emissions by enabling manufacturers to produce prefabricated components in controlled off-site environments. Traditional on-site construction methods involve extensive material handling, leading to high energy consumption and significant greenhouse gas emissions. To counteract this, the government aims to promote precast manufacturing in factories located outside Mumbai, ensuring a more sustainable approach to urban development. Although the adoption of precast construction may result in increased transportation costs, it significantly reduces the wastage of essential resources such as steel and cement.
Furthermore, it enhances construction quality through stringent manufacturing standards. The government is determining the policy framework, with a dedicated task force actively working on a comprehensive roadmap to combat air pollution in Mumbai. In a parallel initiative, the Brihanmumbai Municipal Corporation (BMC) recently directed all bakeries and eateries in the city to transition to eco-friendly fuels for cooking, phasing out coal and firewood by July.
Mumbai, the country's financial capital, experienced severe air quality deterioration in January 2025 due to extensive infrastructure projects, including Metro construction in and around the city. In response, the environment department and BMC issued notices to construction sites, mandating either the suspension of activities or the implementation of corrective measures such as water sprinkling to mitigate pollution.
