The Karnataka government has introduced the A-Khata and B-Khata classification system in Kalaburagi to address longstanding issues around property ownership and asset regularisation in rural areas. Announced during the launch of the e-Khata initiative earlier this week, this move is expected to bring over 1.15 million properties under the tax net, with an estimated revenue of INR 1,272 crore already recorded. Minister Priyank Kharge underscored that the framework would help residents gain legal recognition of their properties. Alongside this, efforts are underway to develop Kalaburagi into a smart city, with a focus on infrastructure, drainage, and beautification.
In a move aimed at formalising property ownership in rural areas, the Karnataka government has introduced the A-Khata and B-Khata classification framework in Kalaburagi. The announcement was made earlier this week during the inauguration of the e-Khata initiative at Indira Memorial Bhavan, situated in the city corporation park of Kalaburagi.
The new classification system is expected to resolve long-standing challenges faced by rural residents who, despite residing within corporation limits and availing civic amenities, lacked documented ownership of their properties. The initiative, spearheaded by Priyank Kharge-Minister for Rural Development and Panchayat Raj and also the Kalaburagi district in-charge-aims to provide legal clarity and formal recognition to these properties.
Kharge revealed that the state has already brought around 1.15 million rural properties under the tax assessment system, leading to a tax collection of INR 1,272 crore. He urged citizens to actively participate in this drive, stating that the A-Khata and B-Khata framework would allow them to secure legitimate documentation for their properties, enhancing transparency and facilitating easier access to municipal services.
As part of the program's symbolic beginning, Kharge distributed Khata certificates to residents, signalling the formal commencement of the scheme. The classification under A-Khata and B-Khata will be based on parameters such as land legality, compliance with building regulations, and tax payment records.
The initiative is also linked with the broader vision of transforming Kalaburagi into a smart city. A comprehensive development blueprint is currently being prepared and is expected to be finalised in the next couple of months. The plan will focus on urban beautification, improved drainage systems, industrial development, and infrastructure enhancements to uplift the region's urban landscape.
The event also saw the participation of key political figures, including MLAs Allama Prabhu Patil, Kaneez Fatima, Thippannappa Kamakanur, Chandrasekhara Patil, along with KUDA President Mazar Alam Khan and Commissioner Avinash Shinde, who marked their support for the property reform and urban development drive.
The roll-out of the A-Khata and B-Khata framework in Kalaburagi is more than a bureaucratic update; it represents a foundational shift in how rural property rights are defined and recognised. By enabling formal documentation, the government has set the stage for greater transparency, stronger civic infrastructure, and higher revenue inflows from property taxes. With the e-Khata program serving as a bridge between citizens and legal ownership, the initiative promises to foster long-term socio-economic benefits. Coupled with the smart city development plan, this framework positions Kalaburagi on a progressive path toward urban modernisation and inclusive growth.
