The Mumbai Metropolitan Region Development Authority (MMRDA) has approved the allocation of a 3,400.59 sq. m. plot in Bandra-Kurla Complex (BKC) to the Maharashtra Pollution Control Board (MPCB) for the construction of its administrative building, Paryavaran Bhawan. The decision, made during MMRDA's 159th Authority Meeting, chaired by Deputy Chief Minister Shri Eknath Shinde, aligns with MMRDA's sustainable urban development goals. The lease, granted for 80 years, includes a lease premium of INR 468.60 crore. MPCB has been provided with a flexible payment schedule, allowing 25% of the premium to be paid within two months and the remaining 75% over ten months. The new administrative building aims to enhance MPCB's operational efficiency and strengthen Maharashtra's environmental governance.
The Mumbai Metropolitan Region Development Authority (MMRDA) has sanctioned the allocation of Plot No. C-79 in the G-Block of Bandra-Kurla Complex (BKC) to the Maharashtra Pollution Control Board (MPCB) for the development of its administrative headquarters, Paryavaran Bhawan. This approval was granted during MMRDA's 159th Authority Meeting, presided over by Deputy Chief Minister and MMRDA Chairman Shri Eknath Shinde. The decision is in line with MMRDA's focus on sustainable urban development and strategic land utilisation. The prime location is expected to facilitate enhanced coordination with government entities and other stakeholders.
Maharashtra Pollution Control Board (MPCB), which operates under the administrative supervision of the Environment Department of the Maharashtra Government, had sought a plot to construct its headquarters. According to the MMRDA Regulations, 1977, the Authority has approved the land allocation for commercial purposes, acknowledging the crucial role of MPCB in environmental governance.
The allocated plot, measuring 3,400.59 sq. m., is designated for the construction of MPCB's administrative building with a permissible Floor Space Index (FSI) of 4.00, allowing for a built-up area of 13,602.36 sq. m. The lease has been granted for a duration of 80 years, with a lease premium set at INR 468.60 crore. MPCB is also eligible for additional built-up area, subject to specific conditions outlined in a notification from the Government of Maharashtra issued in mid-2024. To ensure seamless financial transactions, MPCB has been granted a flexible payment structure, requiring an initial 25% of the lease premium to be settled within two months, with the remaining 75% payable over the following ten months.
The approval of this land allotment is expected to further promote infrastructural development in Bandra-Kurla Complex while ensuring optimal land utilisation. This initiative aligns with MMRDA's broader vision of fostering a well-planned and sustainable urban landscape in Mumbai.
Chief Minister Shri Devendra Fadnavis noted that the government remains committed to sustainable development by ensuring that institutions like MPCB are equipped with the necessary infrastructure to safeguard Maharashtra's environment and curb pollution effectively. Deputy Chief Minister and MMRDA Chairman Shri Eknath Shinde highlighted that Paryavaran Bhawan would reinforce MPCB's role in environmental protection while improving operational efficiency.
Metropolitan Commissioner Dr. Sanjay Mukherjee, IAS, remarked that Bandra-Kurla Complex is central to MMRDA's goal of transforming it into a leading business and administrative hub, integrating sustainability with urban development. He stated that the addition of Paryavaran Bhawan strengthens this vision by bringing a key environmental regulatory body to BKC. He further noted that MMRDA remains dedicated to responsible land management, and this allocation supports its mission to promote eco-friendly infrastructure.
