The Maharashtra registration department will integrate tenant verification with the police network in Pune and Mumbai from the month of April, covering 217 police stations. This initiative, previously delayed due to software-updates, will eliminate the need for tenants to visit police stations. It will later expand statewide across 1,134 police stations. Property owners must submit tenant details, including names, addresses, photographs, and references. Nearly 90,000 tenancy agreements are registered monthly. Mumbai police recently filed FIRs against non-compliant landlords. Authorities emphasize security, accountability, and data-sharing efficiency, ensuring safer urban living while encouraging legal property documentation instead of informal agreements.
The Maharashtra registration department is set to roll out an integrated online tenant verification system in Pune and Mumbai starting in April. This initiative will streamline the process by linking the registration department's database with the police network, eliminating the need for tenants to physically visit police stations for verification. Initially, the integration will cover 130 police stations in Mumbai city and suburban areas and 87 police stations in Pune city and rural regions, marking the first phase of a larger plan to extend the system across all 1,134 police stations in Maharashtra.
The project was initially piloted in Pune but faced delays due to technical issues. However, officials have confirmed that these problems have now been resolved, and the upgraded software will be fully operational for Pune and Mumbai in early April. The statewide implementation is expected to be completed by the end of April. The new system will be integrated with the police Crime and Criminal Tracking Network & Systems (CCTNS), allowing seamless data sharing between the departments. This upgrade will significantly reduce the burden on citizens by making the verification process entirely digital.
The move follows a directive from additional collectors, requiring property owners-particularly in rural areas-to submit comprehensive tenant details to local police stations. Under this mandate, landlords must provide tenants' names, addresses, photographs, and references from two known individuals, alongside their e-registration documents. Previously, while online verification was permitted in Pune, the old system was not fully linked to the CCTNS. Although tenant registration data was shared with the police in Excel format, individuals were still required to visit police stations for verification.
According to official records, around 85,000 to 90,000 leave and license agreements are e-registered in Maharashtra each month. The implementation of the online verification system has been a long-standing demand from real estate professionals. Sachin Shinghavi, President of the Association of Real Estate Agents in Pune, emphasized that digital verification would encourage property owners to properly register rental agreements instead of relying on affidavits.
The initiative also comes amid stricter enforcement measures. Recently, Mumbai police filed First Information Reports (FIRs) against two property owners from Kurla and Dadar for failing to submit tenant details as required by the police commissioner's order. These cases, filed under Section 223 of the Bharatiya Nyaya Sanhita (BNS), could result in up to a year in jail for non-compliance.
Officials have underscored the security risks posed by unverified tenants and the importance of ensuring accountability among landlords. The integration of tenant verification with the police network represents a significant step in improving public safety and governance. By streamlining data-sharing mechanisms, the new system aims to create a more efficient and transparent rental verification process across Maharashtra. Over the past five years, nearly five million tenancy documents have been registered, highlighting the scale and impact of this modernization effort.
