The Mumbai Metropolitan Region Development Authority (MMRDA) has launched an Online Development Permission System (ODPS) from February 1, streamlining approvals for building and construction projects, including slum rehabilitation. This system, covering areas like Bandra Kurla Complex and Wadala, enhances efficiency and transparency in urban planning. Previously available only in select zones, ODPS now extends across MMR, reducing the need for in-person visits. Similar digital initiatives are being implemented across India, including Assam, Gujarat, and Telangana. As urban governance shifts towards digital platforms, these efforts aim to simplify regulatory processes and improve the ease of doing business.
From 1st February, permissions for building and construction within areas governed by the Mumbai Metropolitan Region Development Authority (MMRDA) were made available online. This system also covers slum rehabilitation projects aimed at Project Affected Persons (PAPs). Individuals who previously had to make multiple visits to MMRDA offices will now have the convenience of applying online for development plan details and approvals. Advertisement
The Online Development Permission System (ODPS) is a digital platform designed to streamline the approval process for building and construction permits. It ensures quicker processing of building plan submissions and approvals, resulting in a more efficient workflow for stakeholders. The newly introduced ODPS is being implemented in Bandra Kurla Complex, Oshiwara District Centre, Wadala Notified Area, CSMI Airport Notified Area, and regions designated for PAPs impacted by MMRDA's transportation and infrastructure projects in the Mumbai Metropolitan Region (MMR).
Prior to February, this system was operational only in Kalyan Growth Centre and Bhiwandi Surrounding Notified Area. As the Special Planning Authority for these areas, MMRDA mandates that all construction-related approvals be obtained from it. A senior MMRDA official described this initiative as a major step towards a more technology-driven, transparent, and efficient approach to urban development.
Metropolitan Commissioner of MMRDA, Sanjay Mukherjee, mentioned that through ODPS, the MMRDA aims to improve the ease of conducting business and make urban development processes more accessible to the public.
Several Indian states and municipalities have implemented Online Development Permission Systems (ODPS) to enhance efficiency and transparency in building plan approvals. Recently, Assam's Housing and Urban Affairs Minister, Jayanta Mallabaruah, launched the Online Building Permission System (OBPS) in Guwahati. This initiative extends to 32 municipalities across the state, enabling citizens to apply for building permits online. The National Institute of Urban Affairs (NIUA) has been working on implementing the Online Building Permission System (OBPS) across North Eastern states, including Itanagar, Dispur, Imphal, Shillong, Aizawl, Kohima, Gangtok, and Agartala.
In December 2020, Gujarat's Chief Minister, Vijay Rupani, introduced the 'Online Development Permission System (ODPS) 2.0' to promote online permissions for industrial development projects. This system facilitates a faceless and transparent process for approving development plans. The Telangana Industrial Project Approval and Self-Certification System (TS-iPASS) is a certification service established to streamline industrial project approvals in the state. Launched in 2016, TS-iPASS provides a single-window mechanism for obtaining necessary permissions within stipulated timelines.
The adoption of the Online Development Permission System (ODPS) by MMRDA and several other Indian states marks a significant step towards digitising urban development. As India embraces technology-driven governance, these efforts are set to simplify regulatory processes and enhance the ease of doing business nationwide.
