Gurugram: Chintels Paradiso homeowners receive compensation options following structural concerns

Homeowners of towers A, B, and C in Chintels Paradiso, Sector 109, Gurugram, are set to receive compensation options following a high-level meeting led by the deputy commissioner. The meeting upheld the findings of the Central Building Research Institute (CBRI), which deemed the towers structurally unsafe. Homebuyers can choose between a full refund at the market rate with additional compensation or the option for reconstruction with rent payments for alternate accommodation. The meeting also reiterated the continuation of rent payments as per previous orders.

In a significant development for the residents of towers A, B, and C of Chintels Paradiso in Sector 109, Gurugram, a high-level meeting chaired by the deputy commissioner has offered two compensation options following a report from the Central Building Research Institute (CBRI) declaring the towers structurally unsafe.


Homebuyers have the option to choose a full refund at the market rate, along with additional compensation. The prevailing market rates are set at INR 7,900 per square foot for Towers A and B, and INR 7,500 per square foot for Tower C. Additional compensation includes a refund of the stamp duty paid, with 18% annual interest, as well as INR 10 lakh as exemplary damages.

Alternatively, homeowners can opt for the reconstruction of the towers, with a fixed rent provided for alternate accommodation. This option aligns with a Supreme Court ruling issued in January of the previous year, which had ruled in favour of residents needing temporary housing.

The committee also reaffirmed that rent payments for displaced residents will continue in accordance with the divisional commissioner's orders from June 6, 2024. This decision followed a series of representations made by homeowners who had voiced their concerns about the unsafe conditions of the towers. Chintels India Pvt. Ltd., the developer, also submitted a reply to the concerns raised by the residents, though the developer's stance was under scrutiny throughout the discussions.

The discussions mainly revolved around the structural integrity of the towers and potential rehabilitation measures. An investigation by CBRI concluded that the structures were beyond repair, indicating that urgent measures were necessary to ensure the safety of the residents.

The structural assessments of Paradiso's towers were initiated after a tragic incident in February 2022, when a vertical collapse in Tower D led to the death of two residents. The collapse, which affected living rooms across five floors, sparked outrage among the residents, who had earlier raised concerns about sagging balconies and other structural issues. In the aftermath, protests broke out across the compound, with residents accusing the developer of failing to act promptly on the warnings. These protests continued for several days, highlighting the growing unrest and dissatisfaction among the homeowners.

The residents of Chintels Paradiso now have to make crucial decisions regarding their homes following the CBRI's findings of structural issues. With two compensation options on the table either a refund with additional compensation or reconstruction with rent payments homeowners are looking at a critical moment in resolving the ongoing crisis. Rent payments, as per earlier orders, continue to provide temporary relief as the affected residents await a resolution to this long-standing issue. The incident in February 2022 and the protests that followed will likely remain in the minds of homeowners as they move forward with their decisions.
