The Noida Authority is taking steps to enhance its financial oversight by hiring a consultancy firm. This initiative aims to monitor escrow accounts, review insolvency cases under the National Company Law Tribunal (NCLT), and improve internal coordination. The Authority has released a Request for Proposal (RFP), inviting interested firms to submit their bids by February 18. The selected consultant will initially be contracted for one year.


The Noida Authority allocates land parcels to developers under specific lease agreements. However, many developers have not met their obligations, leading to project delays and defaults on land payments. To address these issues, the Authority plans to implement an escrow mechanism. This system will ensure that payments are made on time when properties are sold, protecting the interests of both buyers and the Authority. The consultant will be responsible for drafting and executing these escrow agreements, as well as monitoring the flow of funds.

The introduction of escrow accounts is part of a larger strategy to recover significant outstanding dues from developers, who owe the Authority thousands of crores. This mechanism is designed to prevent developers from misusing buyer funds by diverting them to other projects instead of fulfilling their financial responsibilities to the Authority. By having a consultant oversee the escrow accounts, the Authority aims to create a more secure environment for transactions in the real estate market.

In addition to managing escrow accounts, the consultant will play a vital role in monitoring companies involved in insolvency proceedings. The Authority needs real-time updates on cases being considered by the NCLT, especially for companies that are at risk of insolvency but have not yet entered formal proceedings. This proactive approach will enable the Authority to make informed decisions and take necessary actions to protect its financial interests.

Currently, 17 group housing projects in Noida are undergoing NCLT proceedings, highlighting the importance of close monitoring.
