Mumbai: BMC enforces ban on new road excavations as monsoon approaches

The Brihanmumbai Municipal Corporation (BMC) has reiterated its commitment to halting road excavations as the monsoon season nears. Municipal Commissioner Bhushan Gagrani had earlier announced the suspension of road excavations until ongoing concretisation projects are completed. The directive has been communicated to civic officials, with citizens encouraged to report any violations. BMC has set a deadline for all pending concretisation work by May 31, 2025, ensuring that no new roads will be dug up after February 22, 2025. To improve transparency, BMC has introduced QR codes at project sites, providing citizens with real-time updates. Meanwhile, civic authorities are working to expedite completion, with the first phase expected to be finished by December this year and the second by December next year.

The Brihanmumbai Municipal Corporation (BMC) has assured that no further road excavations will take place in the city as the monsoon season approaches. A recent directive from the civic body has reaffirmed a ban on new road excavations, citing previous violations by contractors who continued digging intact roads despite the municipal commissioner's orders.


This decision is in line with Municipal Commissioner Bhushan Gagrani's earlier announcement to suspend road excavations to tackle air pollution until the concretisation of existing roads is completed. The directive has been circulated to the chief engineer (Roads) and assistant municipal commissioners across all 25 Mumbai wards, with provisions for citizens to report new excavations to ward offices for necessary action.

To enhance transparency, BMC has installed information boards with QR codes at road concretisation sites, enabling citizens to access project details such as commencement and completion dates, work duration, road dimensions, and location. This QR code initiative will also be extended to sites where other development projects are underway.

A BMC official explained that citizens frequently complain about roads being excavated and left unattended without any information about the work being undertaken, the affected stretch, or the duration of the project. The QR code initiative is expected to bridge this communication gap.

According to an order issued by the BMC earlier this week, all pending concretisation work must be completed by May 31, 2025, to minimise inconvenience to the public. Furthermore, no new roads will be excavated after February 22, 2025.

The decision to concretise Mumbai's roads was made by former Chief Minister Eknath Shinde in 2023 to eliminate potholes from the city's streets. Of the total 2,050 km road network, approximately 1,000 km has already been concretised.

The BMC has subsequently issued work orders covering a total of 701 km of roads (2,118 roads), comprising 324 km (698 roads) in the first phase and 377 km (1,420 roads) in the second phase. In Mumbai city alone, 503 roads are currently undergoing concretisation. Work across both the phases is progressing, with civic officials affirming that nearly 30% of the total road length currently under construction, will be completed before the onset of the monsoon.
