The Pune Metropolitan Region Development Authority (PMRDA) Metro Line 3, which connects Hinjewadi and Shivajinagar, is now slated to begin operations by the end of the year. The project was scheduled to be finished in 2023, but difficulties with land acquisition, traffic, and the COVID-19 epidemic caused several delays. The integrated flyover at University Chowk and the purchase of land at Raj Bhavan are two important elements that remain unfinished despite 85% of the construction being finished. Trial runs are scheduled to start in October or November after construction is finished.
The concessionaire has requested an extension until September to finish the project, pushing the PMRDA-managed Pune Metro Line 3 to begin operations by the end of this year. After construction is completed in September, testing runs are anticipated to start between October and November, with two metro coaches currently in place. Even if the extension is approved, officials have stated that an earlier completion appears doubtful.
About 83-85% of the project work is finished, according to a senior PMRDA official, and the integrated flyover at University Chowk should be finished by April. Although efforts are being made to expedite the process, obstacles like utility moving in some locations and the pending land acquisition at Raj Bhavan are creating delays.
It will take about two to two-and-a-half months before full operations can start, according to authorities, and trial runs can only start after September. The official stated that the remaining timetable will be modified in accordance with the final completion date. An important infrastructure project to increase connectivity and reduce traffic, particularly for Pune's IT hub, was the proposal for Pune Metro Line 3, which would connect Hinjewadi to Shivajinagar. With an initial deadline of 2023, development got underway in 2021 after being approved in 2018. However, the schedule was extended due to several delays.
The COVID-19 pandemic was one of the biggest setbacks, causing delays in construction schedules, a shortage of resources, and a reduction in the number of workers available. Land acquisition issues also caused delays in construction, especially at Raj Bhavan and University Chowk. Controlling traffic on already congested roads was another significant obstacle, forcing officials to alter their work schedules in order to reduce delays.
A vital part of the metro line, the integrated flyover at University Chowk, is still unfinished. Without this flyover in place, operations cannot begin, according to sources close to the project. On one side, deck slabs and ramps are currently being built. Due to design modifications, additional land acquisition costs, and inflation, the metro project's initial budget of INR 8,313 crore has increased. TRIL Urban Transport of the Tata Group is spearheading the project's development in conjunction with PMRDA, adhering to the Public-Private Partnership (PPP) concept.
Despite multiple delays and unforeseen challenges, the Pune Metro Line 3 project remains a crucial infrastructure development aimed at enhancing urban mobility, particularly for Pune's IT sector. As the city eagerly awaits this much-needed transit solution, all eyes will be on the final phases of construction and the successful launch of services by year-end.
