The Kolkata Municipal Corporation (KMC) buildings department sanctioned four building plans for small plots ranging from 450 to 1,500 square feet in Garia and nearby areas off EM Bypass earlier this week. Prior to this, two small plots in the Kasba-Garfa belt and Patuli had also received approval. In an effort to curb unauthorised constructions, KMC has introduced amendments to existing building regulations, encouraging small plot owners to submit plans for approval. The relaxations will be applicable to plots between 350 and 2,100 square feet, provided the owners engage an architect or structural engineer for compliance. The initiative, which includes colony and thika land, may be expanded based on public response.

Prior to this, the department had approved two small plots in the Kasba-Garfa belt and Patuli.
Faced with the challenge of stopping the construction of unauthorised buildings across the city, KMC has implemented modifications to existing building norms. These changes aim to encourage small plot owners to submit plans and have them officially approved by the civic authorities.
Many of these developments are structurally unstable due to non-compliance with safety regulations. Mayor Firhad Hakim had directed the department to provide relief to small plot owners by relaxing specific regulations, allowing them to construct homes legally without resorting to unauthorised means. The relaxations will apply to plots ranging from 350 to 2,100 square feet.
However, these benefits will only be available to owners who engage a certified architect or structural engineer and submit a comprehensive building plan. Additionally, the foundation work for these buildings will be closely monitored by a structural engineer empanelled by KMC to ensure compliance with safety standards.
A KMC buildings department official mentioned that the civic body intends to extend this special scheme to include all colony and thika land. A "colony" generally refers to a residential area with a collection of houses, often with a shared name, while "thika land" refers to a specific type of land tenure under the "Thika Tenancy Act" where tenants occupy land owned by another person, usually with the right to build structures on it.
Depending on how well citizens respond to the initiative, the facility may be expanded to benefit more residents across the city.
The condition that plans must be submitted with the assistance of an architect or structural engineer ensures accountability and adherence to safety norms. The move is expected to significantly reduce illegal constructions, providing homeowners with a structured and lawful path to build on their properties.
