The Maharashtra government has granted a Commencement Certificate (CC) for the Dharavi redevelopment project, allowing the Adani Group-led consortium to begin construction on a 6.4-acre railway land parcel in Matunga West. This marks the start of the USD 3 billion initiative covering nearly 600 acres, aimed at providing modern housing and commercial spaces for over a million residents. The long-awaited redevelopment of Dharavi, Asia's largest slum located in Mumbai, has officially begun. The Maharashtra government has issued a Commencement Certificate (CC), allowing the Adani Group-led consortium to start construction on a key railway land parcel. This marks the start of a significant project that aims to improve living conditions for over a million residents in this densely populated area.
The initial phase of the project will take place on a 6.4-acre site in Matunga West, with plans to build modern housing for both railway employees and Dharavi residents. This first phase is part of a broader USD 3 billion initiative that will span nearly 600 acres across Mumbai. The project is expected to be completed within seven years and is designed to not only provide housing but also commercial opportunities for local residents.
SVR Srinivas, CEO of the Dharavi Redevelopment Project, emphasized the importance of this project, stating they have received the Commencement Certificate for the first phase and will now begin the actual construction work of Dharavi rehabilitation. The project is being managed by Navbharat Mega Developers Pvt Ltd (NMDPL), which is primarily owned by the Adani Group, holding an 80% stake, while the Maharashtra government retains 20%.
Dharavi is home to approximately 850,000 residents, but when accounting for the transient population, this number exceeds one million. The area is known for its high population density, making it one of the most crowded places not just in Mumbai, but in the world. The redevelopment initiative aims to address the challenges of overcrowding and inadequate infrastructure that have plagued Dharavi for decades.
In 2022, the Adani Group won the rights to redevelop Dharavi with a bid of INR 5,069 crore. To ensure a comprehensive and effective redevelopment plan, the group has collaborated with several international experts. Notable partners include the US-based design firm Sasaki, the UK consultancy Buro Happold, and renowned architect Hafeez Contractor. Additionally, experts from Singapore have joined the team to provide insights into urban planning and infrastructure development.
The project is expected to bring significant changes to the local economy and living standards. The construction will include residential spaces, commercial areas, and public amenities, which are crucial for enhancing the quality of life for residents. Moreover, this redevelopment is seen as a model for future urban renewal projects in India and other countries facing similar challenges.
As the project progresses, it will be essential to monitor its impact on the community and ensure that the needs of current residents are met. The government and developers must work closely with local stakeholders to create a sustainable and inclusive environment that respects the rich culture and history of Dharavi.
