Himachal Pradesh unveils land pooling policy for organised development in Baddi-Barotiwala-Nalagarh

The Himachal Pradesh government has introduced the Baddi-Barotiwala-Nalagarh Development Authority (BBNDA) Land Pooling Policy-2025 to promote systematic and sustainable urban development in the Baddi-Barotiwala-Nalagarh area of Solan district. The policy, announced earlier this month aims to transform unorganised land holdings into planned layouts with the voluntary participation of landowners, ensuring improved urban planning and infrastructure without compulsory land acquisition. The BBNDA will spearhead residential, commercial, institutional, and mixed-use projects while landowners will contribute land in exchange for proportionate plots in saleable areas. Applications will undergo scrutiny within a month, and approved plans will be executed promptly.

The government of Himachal Pradesh has launched the Baddi-Barotiwala-Nalagarh Development Authority (BBNDA) Land Pooling Policy-2025 to facilitate organised and sustainable development in the Baddi-Barotiwala-Nalagarh (BBN) region of Solan district.


The chief minister, Sukhvinder Singh Sukhu, stated earlier this week that the policy aims to transform unorganised land arrangements into systematically planned layouts with the active cooperation of landowners. This initiative will enhance urban planning and infrastructure development without necessitating compulsory land acquisition. He explained that land pooling under this policy will be achieved through the voluntary participation of landowners, ensuring the creation of essential services and well-organised layouts in the area.

According to the policy, the BBNDA will lead development projects across residential, commercial, institutional, mixed-use, and infrastructure sectors in urbanisable zones outlined in approved development plans.

The chief minister indicated that the BBNDA will either identify land for specific projects or invite voluntary contributions from landowners via public advertisements. Landowners can submit their land details online or offline within a minimum period of 60 days, which may be extended by the BBNDA.

Applications will be reviewed within 30 days, and the necessary approvals will be secured to implement the projects. Upon approval, the layout plans for these projects will be published within two months. Landowners who contribute their land will receive plots proportional to the saleable area specified in the approved plans. Subsequently, landowners will execute sale deeds and transfer possession of their land to the BBNDA.

The Baddi-Barotiwala-Nalagarh Development Authority Land Pooling Policy-2025 represents a progressive step towards organised and sustainable urban development in the BBN area. By encouraging voluntary participation from landowners, the policy eliminates the need for compulsory land acquisition while promoting collaborative urban planning.
