The municipal corporations of Pune and Pimpri Chinchwad have proposed to keep property taxes unchanged for the financial year 2025-26, bringing some relief to residents. While the proposal has already been approved by the Pimpri Chinchwad Municipal Corporation (PCMC), the Pune Municipal Corporation (PMC) is yet to give its approval. Both cities have been governed by municipal commissioners in the absence of elected representatives due to delayed elections. Despite the proposal, concerns about the quality of services remain among citizens.
Both Pune and Pimpri Chinchwad municipal corporations have proposed to keep property taxes unchanged for the financial year 2025-26, providing some relief to local residents. While the proposal has already been approved by the municipal commissioner during a standing committee meeting in Pimpri Chinchwad last week, it is still awaiting approval from the Pune Municipal Corporation (PMC).
Due to the delay in municipal elections, both PMC and the Pimpri Chinchwad Municipal Corporation (PCMC) are currently being administered by their respective municipal commissioners, who are handling the annual budget preparations for the third consecutive year. As per regulations, proposals for new tax rates must receive approval during the standing committee and general body meetings before February 20.
Avinash Shinde, Assistant Municipal Commissioner and head of PCMC's Property Tax Department, mentioned that the civic body had not raised taxes since the 2013-14 financial year. Instead, they have focused on recovering arrears from tax defaulters to boost revenue. Additionally, properties identified during the recent property assessment survey are now being included for taxation, further increasing revenue.
The property assessment survey last year revealed over 200,000 properties not previously registered with the tax department. These properties are now being registered, and taxes for up to the past three years are being collected. Currently, there are 630,000 properties registered under the property tax department in Pimpri Chinchwad, which includes residential, commercial, and industrial properties. The civic body generated INR 977 crore in property tax revenue during the last financial year.
Meanwhile, Madhav Jagtap, Deputy Municipal Commissioner and head of PMC's Taxation and Tax Collection Department, confirmed that the proposal to not increase taxes for the financial year 2025-26 had been submitted. The decision will be implemented once it is approved in both the standing committee and general body meetings.
Although citizens welcomed the decision, they emphasized the need for improved services. Dattatray Deshmukh, Chairman of the Pimpri Chinchwad Cooperative Housing Societies Federation, expressed his approval of the tax freeze, but pointed out that PCMC's tax rates are already among the highest in the state. He urged the civic body to focus on better infrastructure, particularly addressing issues such as inadequate water supply and poor road conditions in some areas.
The decision to keep property taxes unchanged in Pune and Pimpri Chinchwad for the upcoming financial year has been welcomed by residents, though many continue to voice concerns over the quality of municipal services. While PCMC's focus on property tax arrears and registration of previously unregistered properties could generate additional revenue, the public hopes that better facilities and infrastructure will be prioritized moving forward.
