Synopsis

The Maharashtra state government is planning a new 20-km, eight-lane access-controlled highway to improve connectivity between Mumbai, Navi Mumbai, and Badlapur. Spearheaded by the Mumbai Metropolitan Region Development Authority (MMRDA), the project aims to reduce congestion and cut travel time. Currently in the early planning phase, a Detailed Project Report (DPR) will assess feasibility, land acquisition, and environmental impact. The highway, estimated to cost INR 10,000 crore, will include major interchanges, a 3-km tunnel, and integration with proposed metro lines. If successfully implemented, it will significantly enhance connectivity to the upcoming Navi Mumbai International Airport and other key urban hubs.

After successfully implementing seamless road connectivity along Mumbai's western waterfront through the Coastal Road and various sea links, the Maharashtra state government is now working on a new road network to improve connectivity between Mumbai, Navi Mumbai, and Badlapur. The aim is to ease congestion on existing roads and reduce travel time for commuters.


According to a report published by Hindustan Times, a proposed 20-km-long, eight-lane access-controlled highway is being planned to link Mumbai and Navi Mumbai with Kalyan-Badlapur, significantly cutting down road commute times. The Badlapur multi-modal corridor, which will be executed by the Mumbai Metropolitan Region Development Authority (MMRDA), is currently in the early stages of planning.

An MMRDA official mentioned that the project is still in its ideation phase, and a Detailed Project Report (DPR) needs to be prepared before finalising the execution plan. The sub-regions of Badlapur, Ambernath, Ulhasnagar, Kalyan, and Dombivli have witnessed exponential population growth, with projections indicating continued expansion. However, these areas currently lack fast and seamless connectivity with Mumbai, Navi Mumbai, and the upcoming Navi Mumbai International Airport, leading to severe congestion on city roads.

The initial plan includes the development of a four-lane carriageway, with additional land reserved in the median for future expansion. Furthermore, service roads and connectors will be constructed to ensure access to various towns and cities.

MMRDA intends to engage a consultant to prepare the DPR, which will evaluate the technical, economic, and financial viability of the project. The study will also factor in aspects such as land acquisition, rehabilitation of displaced individuals, and environmental and social feasibility.

Once completed, this project will offer fast connectivity from Badlapur, Ulhasnagar, and the Kalyan-Dombivli sub-region to south and central Mumbai within 60 minutes, and to Navi Mumbai, including the upcoming international airport, within 30 minutes. The highway is designed for speeds of up to 80 kmph and will feature major interchanges at key locations, including the Mumbai-Vadodara Spur, Badlapur, and Hedutane (Kalyan). Additionally, an interchange at the starting point of the Kalyan Ring Road (KRR) has also been proposed. The project will be further complemented by two metro lines - Kanjurmarg-Badlapur Metro and Kalyan-Taloja Metro - passing over the highway.

The access-controlled highway will also feature a 3-km-long tunnel and will require approximately 178 hectares of land. According to MMRDA sources, the estimated cost of the project stands at INR 10,000 crore.

While the project is still in the planning phase, its successful execution will play a crucial role in decongesting roads and boosting connectivity to Navi Mumbai's emerging international airport. The government's continued focus on transport infrastructure is set to redefine travel efficiency in the region.
